Job Summary:
Client is seeking a detail-oriented and experienced Estimator with a strong background in federal construction projects. The Estimator will be responsible for preparing accurate and competitive cost estimates and proposals for projects with federal agencies including NAVFAC, USACE, GSA, NASA, and the Department of State. This role requires a deep understanding of federal procurement regulations (FAR/DFARS), prevailing wage requirements (Davis-Bacon), and specifications unique to federal contracts.
Key Responsibilities:
Review RFPs, specifications, drawings, and contract documents to develop comprehensive cost estimates.
Prepare quantity take-offs, cost breakdowns, and pricing for all scopes of work.
Coordinate with subcontractors and suppliers for pricing and scope clarification.
Analyze historical data and current market conditions to ensure competitive pricing.
Identify and manage risk factors, contingencies, and compliance requirements.
Lead or support pre-bid meetings, job walks, and proposal development.
Collaborate with project managers and operations staff during project hand-off.
Maintain and update cost databases, subcontractor/vendor directories, and estimating templates.
Qualifications:
3+ years of estimating experience in federal construction projects.
In-depth knowledge of federal acquisition regulations (FAR/DFARS).
Familiarity with RSMeans, ProEst, Sage, or other estimating software.
Experience working on design-bid-build and design-build contracts.
Strong understanding of prevailing wage compliance (Davis-Bacon Act).
Excellent communication, analytical, and organizational skills.
Bachelor’s degree in Construction Management, Engineering, or a related field preferred.
Preferred Experience:
Previous estimating work on NAVFAC, USACE, GSA, or similar federal contracts.
Experience with government proposal submission requirements (SF 330, bid forms, etc.).
Knowledge of LEED, EM 385-1-1, and sustainability requirements for federal work.
