Position Summary:
We are seeking a highly skilled and analytical Construction Estimator with proven experience in preparing competitive and compliant estimates for federal construction projects, including design-build, design-bid-build, and Job Order Contracting (JOC) or SABER-type contracts. The Estimator must demonstrate mastery in assembly estimating, unit-based estimating, detailed estimating, GC bid estimating, and coefficient development for RS Means-based contracts.
Key Responsibilities:
Prepare accurate, detailed cost estimates using:
Assembly Estimating for major building systems and scopes.
Unit-Based Estimating utilizing RS Means and historical cost data.
Detailed Estimating based on construction drawings and RFP narratives.
GC Bid Estimating for competitive bids requiring subcontractor integration.
Coefficient Development for JOC/SABER/IDIQ contracts to ensure responsive, profitable factors based on RS Means unit line items and regional cost modifiers.
Develop pricing strategies for federal RFPs issued by agencies such as NAVFAC, USACE, VA, GSA, and others.
Attend site visits, perform scope validation, and identify project risks and constructability issues.
Issue RFQs to subcontractors and vendors; level and analyze received proposals for completeness and competitiveness.
Prepare all pricing documentation including bid forms (SF1442), cost narratives, schedules, bonding requirements, and wage rate compliance.
Use parametric estimating techniques for early-phase pricing when limited design information is available.
Maintain and update pricing libraries and cost history databases.
Track market trends, escalation, labor availability, and regional pricing variances.
Coordinate with internal teams on preconstruction, operations, and proposal development.
Required Qualifications:
Experience: Minimum 5 years in construction estimating, including 3+ years on federal projects.
Federal Experience: Demonstrated experience with government clients such as USACE, NAVFAC, VA, GSA, AFCEC, or similar.
Technical Skills:
Advanced knowledge of RS Means.
Proficient in coefficient development for IDIQ, SABER, and JOC contracts.
Strong background in assembly, unit-based, and detailed estimating.
Proven ability to lead or support GC competitive bid estimates.
Software: Microsoft Excel (advanced), Bluebeam Revu, RS Means CostWorks, and digital takeoff platforms like PlanSwift or similar.
Education: Bachelor's degree in Construction Management, Engineering, Architecture, or equivalent experience.
Certifications (Preferred): OSHA 30, CPE, or equivalent.
Travel: Required for pre-bid site visits and client walkthroughs as necessary.
