ASRC Federal is seeking a Compliance Manager, Subcontract and Purchasing to support our organization.

Requirements: * BS/BA with 5-7 years of related experience with Purchasing and Subcontracting in Federal procurements.
* Experience in coaching/mentoring junior staff * Must have subject matter experience and practical application experience in purchasing and subcontracting under a Federal Government prime contractor for generating and reviewing purchasing files to ensure compliance under a DCMA approved purchasing system, including Responsibility Determinations, Cost or Pricing Data, Cost Accounting Standards, Commerciality Determinations, Fair and Reasonable Pricing/Price Analysis, best value determinations, make buy determinations, quotation and proposal evaluation.
* Experience with working in accordance with a DCMA-approved purchasing system (CPSR). * Extensive understanding of Federal procurement laws and regulations and purchasing trends and experience with all purchase order types: FFP, T&M, and Cost Reimbursable.
* Strong interpersonal and decision-making skills.
* Advanced Excel experience * Experience in creating training programs/lessons covering federal procurement processes.
Desired: * Extensive experience with Deltek/Costpoint Requisition and Purchasing modules, especially as it relates to the functionality of the modules.
* Experience working with E-Procurement tools and their implementation Responsibilities: Manage the compliance process, including, but not limited to: * Ensure that procurement files are properly maintained and fully compliant with DCMA-CPSR requirements.
* Help train personnel on relevant Government procurement laws and regulations, especially as they apply to the formation, negotiation, documentation, and issuance of procurement documents.
* Support the analysis and streamlining of procurement processes and workflow to increase acquisition productivity.
* Work with Director of Procurement Compliance and cross-functional teams such as Finance, Accounting, and IT to develop additional processes and improvement initiatives as may be needed to support enterprise objectives.
