Description

GENERAL DEFINITION OF WORK:

Under direction of the Assistant City Administrator, plan, direct, and manage all the activities of the Engineering Department operations and its employees. Department operations include but are not limited to the planning, design, construction, inspection, or review thereof all municipal infrastructure improvements, public and private, and engineering-related Capital Improvement Projects. Develop short and long-range engineering plans. Provide professional engineering advice and assistance on matters pertaining to the City's infrastructure and internal departments.

This person must possess a broad-based knowledge of civil engineering principles and practices as they relate to municipal operations, field surveys, reviewing plans for completeness and compliance with local, state and federal guidelines, capital improvement project and program management, coordination with other governmental entities, construction management and inspection, and standard methods for analysis and design of streets and municipal utilities. In addition to being technically skilled, the City Engineer must also have managerial, communication and analytical abilities in order to adequately manage the department.

Examples of Duties

ESSENTIAL JOB FUNCTIONS:

Plan, organize and direct all activities of the Engineering Department, including the operations of the Civil Engineering Division, CIP Division, GIS Division, and Construction Inspection Division. Directly execute or support managers and supervisors in the selection of staff, assign, coordinate, review and evaluate the work of subordinates.

Give technical engineering advice to the heads of various City departments, City Administrator, Commissions and Mayor and Board of Aldermen. Prepare or support the preparation of specifications and bid proposal requests for municipal projects.

Present the City's position and policies to other governmental jurisdictions, private firms and the general public on engineering matters.

Coordinate the engineering of interdepartmental capital improvement projects to ensure that projects are planned, designed, and constructed in a technically competent, safe and economical manner and meet the City's quality, time and cost standards.

Oversee the long-range planning, project development, construction and inspection of all Engineering Department projects.

Arbitrate contractual disputes between the City and consultants or contractors involved in the design or construction of City development and capital projects.

Respond to sensitive and difficult inquiries from the public, City Administrator, Mayor and the Board of Aldermen.

Present reports and recommendations to the Board and various Commissions on engineering projects and issues.

Execute the process for Board and legal counsel to approve the acquisition and easements of property for municipal projects.

Prepare and administer the Engineering Departmental budget, business plans and capital programming budgets, funding requests and grant applications, and monitor expenditures.

Prepares in-house engineering plans, designs, and studies for municipal projects as required.

Oversee department responsibilities for construction projects and traffic operations for compliance with approved construction plans and specifications.

Responds to citizen's and stakeholder's inquiries, complaints and concerns; gathers and analyzes data and prepares written reports and recommendation for solution based on findings. Recommend solutions and referrals to other City departments.

Acting in a lead capacity, provides assistance and advice to staff. Approves final construction plans for all capital projects requiring engineering construction documents.

Participates on various committees and commissions to provide technical engineering advice and information on an as needed basis.

Computes or checks for accuracy of engineering calculations as necessary for Engineering Department review and approval.

Provide direction and professional engineering support to technical and maintenance staff in the completion of plans, collection of field data, installation and replacement of City signs, and field inspections. Direct staff and officials regarding compliance to mandated regulations.

Serves as liaison and coordinates local programs with State and Federal agencies and neighboring communities.

Attends Mayor and Board of Aldermen meetings, planning commission meetings, and other sessions to provide technical assistance as needed. May represent the City in any litigation related to specific expertise.

Provide technical advice and support to the Public Works Department regarding such matters as maintenance techniques, planning, and scheduling as related to streets and drainage, water distribution, wastewater collection and stormwater management facilities.

Must be punctual and timely in meeting all job performance requirements, including but not limited to, attendance and tardiness standards and work deadlines. OTHER JOB FUNCTIONS:

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of principles and practices of civil engineering and capital project management as applied to municipal project design, planning, and construction.

Thorough knowledge of federal, state, and city laws, codes, ordinances, regulations and standards pertaining to municipal engineering projects.

Skill in communicating in writing and/or in person on a one-on-one basis and before groups for the purpose of convincing, justifying, defending and settling matters involving controversial issues.

Knowledge of construction and maintenance methods, materials and equipment employed in municipal infrastructure improvement projects.

Knowledge of standard drafting principles as needed to prepare construction drawings.

Skill in developing, reviewing, and modifying civil engineering plans, designs, and specifications of considerable difficulty.

Skill in using a computer, computer hardware and software related to the areas of responsibility.

Ability to read and interpret all types of civil engineering plans and specifications, blue prints, maps, construction plans and drawings.

Ability to establish and maintain effective working relationships with employees, contractors, architects, skilled trades, and the general public.

Ability to represent the City in dealing with other governmental agencies and jurisdictions, contractors, and the general public on engineering matters.

Ability to direct professional and technical personnel to provide guidance and counseling.

Ability to analyze complex engineering problems and recommend solutions.

Ability to work independently, handle multiple projects and to plan, prioritize, and organize workload.

Ability to prepare written reports, contract documentation, records of activities and correspondence.

Ability to work cooperatively with City Boards & Commissions, city management, private firms, and the general public.

Ability to visualize the long-range planning needs of a suburban area and to provide leadership and direction to local political officials and developers.

Ability to think conceptually, observe and evaluate trends, analyze data, draw logical conclusions, and prepare comprehensive reports.

Ability to plan, assign, and coordinate the work of subordinates.

Ability to work independently and to plan and organize multiple projects and priorities.

Physical ability to perform essential job duties.

Requirements

EDUCATION AND EXPERIENCE:

Bachelor's degree in Civil Engineering and current license as a Professional Engineer in the State of Tennessee or the ability to receive within 3 months of hire date; 10 or more years of responsible civil engineering experience. Preference given to those with municipal government experience and those with at least 5 years of experience in a supervisory capacity with design and management responsibilities.

WORKING CONDITIONS:

Majority of work takes place in an office or conference room environment. The environment is sometimes stressful in trying to meet deadlines, dealing with angry customers and negotiating changes with contractors. Some outside work is required to perform field investigations and inspections at the construction site. Work is not considered inherently dangerous but care must be taken when inspecting project sites. Occasionally required to walk over uneven surfaces, stoop, kneel, crouch or crawl. Work requires some exertion such as climbing, walking over rough surfaces and loose materials. May be required to lift up to 50 lbs. Traveling is often required to attend meetings and conferences and to perform site visits. Irregular hours are required to attend various meetings and emergency operations.
