OVERVIEW

We're building something -a brand new Capital Facilities Division within our Public Works Department! This is about creating something from the ground up that will shape our community's infrastructure for decades to come.

Why this role is unique:

We're seeking an experienced leader to manage our new Capital Development and Delivery section within the Public Works Capital Facilities Department Division. This key position will provide direct supervision to the Project Management and Construction groups while overseeing contracted professional services.

As the Captital Development & Delivery Manager, you will:

Provide comprehensive project oversight for planning, management, and completion of capital projects across the County's portfolio, with emphasis on Public Buildings, Parks, and Utilities

Coordinate programs and projects with County Departments, Elected Offices, Public Utilities, State agencies and the public

Solve complex engineering and infrastructure challenges

Lead and develop a team of professional and technical staff

Plan, develop and implement strategic plans and objectives aligned with Countywide vision, mission and business goals

Execute sound business management practices and develop performance metrics to measure success

Create a positive work environment built on trust, approachability, and strong partnerships both internally and with external stakeholders, vendors, and the public

Recommend Asset Management practices to preserve and optimize capital investments

Establish best practice project controls, contracts management and procurement through cross-county partnerships What you bring:

Bachelors Degree in Civil Engineering or related field, Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity; and eight years relevant requisite experience in engineering design and construction, to include three years of supervisory or management.

*Engineering means the "practice of engineering" as defined in RCW 18.43.020. Preferred Education, Experience or Other Qualifications

Ten years of relevant experience in engineering and design.

Manages the preparation of scope, schedule, and budget, including engineering designs, plans, specifications and cost estimates on complex capital projects. Responsible for required site and construction surveying and base-mapping, right of way management, property acquisition, utility easements and coordination.

Manages the development and delivery of the Public Buildings, Parks, and Utilities capital facilities/improvement programs with a combined annual budget of approximately $50-100m.

Select, supervise and evaluate assigned staff, conduct or oversee performance evaluations and initiate and implement disciplinary actions as warranted, resolve grievances and other sensitive personnel matters, provide for the training and motivation of subordinates in order to make full use of individual capabilities and meet changing system demands. Develop, manage, and execute staff and resource budget.

Direct resolution of sensitive and complex inquiries or service complaints. Manage the alternatives analysis in the design process for assigned programs to find equitable solutions consistent with County policies, goals and regulations, balancing public and private rights and interests. Research and prepare pertinent data and reports for legal counsel, give depositions and testify in court regarding assigned area as required. Ensure the public information required to support the capital programs is planned and distributed to reach target populations.

Vacation Leave

New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 2 years: 15 days per year (10.00 hours per month)

Upon completion of 5 years: 20 days per year (13.33 hours per month)

Upon completion of 10 years: 25 days per year (16.67 hours per month)

Sick Leave

All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
