Summary/Description: The Management Analyst serves a primary role in monitoring the metrics established by the Head of the Contracting Activity (HCA) as defined by the Department of Homeland Security. The analyst will support various administrative and analytic functions across the Division. The individual in this position should have experience in building capacity for utilizing data to make data-informed decisions and drive action. A basic understanding in federal procurement is preferred for this position.
Job Responsibilities:
Develop complex data analysis, methodologies, and predictive data models for assessing the following Metrics-that-Matter:
Human Capital Reports and Organization Charts
Federal Acquisition Certifications
Contractor Performance Assessment Reporting System (CPARS) registration and evaluation
Federal Procurement Data System - New Generation (FPDS-NG) timeliness
Electronic Contract Filing System (ECFS) compliance
Contract closeout
Develop and lead projects that include a variety of advanced qualitative and quantitative analytic assignments related to the data health of the organization
Collect, analyze and report various procurement data
Provide relevant data-related reports to CPD leadership for decision-making, action planning and continuous improvement
Provide technical assistance and building understanding about the effective use of data
Develop systems and tools for effective data management, visualization and interpretation (system design, dashboards, information graphics, mapping, Tableau)
Support implementation of continuous improvement processes
Provide risk assessment and transparency on potential issues surrounding data integrity
Provide ad hoc analytical support reflective of SFLC health assessment when requested by DHS, USCG Headquarters, and SFLC
Generate and articulate clear actionable insights and highlight relevant trends through data exploration and analysis
Develop analytical tools and best practices to maintain and improve enterprise data quality
Coordinate data collection with external partners and internally manage datasets to include but not limited to:
Procurement closeout reports
Contractor Performance Metrics
Electronic Contract Filing Systems (ECFS) Reporting Metrics
Human Capital Reports, Metrics, and Organization Charts
One Bid Reports
Operational Status Reports (COR, Claims, Protest, Unauthorized Commitments)
Service Contract Act Reports
Small Business Utilization
FPDS-NG Reports
Contract Warrant and Certification Related Reports
FSMS Spend/Obligations Reports
NESSS Reports
Open Commitment Reports
Purchase Card Data Reports
Ad-Hoc Reports (48-hour turnaround, high visibility)
Annual/Quarterly Briefing
Create, restructure, and manage large datasets, files, and systems
Conduct qualitative and quantitative research and use mixed-method approaches to data analysis
Write technical memos that document data processing decisions and summarize the quality of data
Analyze and synthesize research findings into key insights for stakeholders.
Create research papers and policy briefs
Required Qualifications:
Minimum five (5) years' management analyst/procurement experience required;
BA/BS required from an accredited university or college in statistics, mathematics, economics, or related fields
Advanced experience with data manipulation to include pivot tables, SQL, Power Query, and data comparisons, conditional formatting, and filters
Skills & Experience Required:
Ability to work in a team-oriented, fast-paced environment managing multiple priorities
Project management and organizational skills
Research, writing and communication skills
Ability to communicate results of complex analytic findings to both technical and non-technical audiences
Exhibit strong analytic, technical, trouble-shooting, and problem-solving skills
Experience with Microsoft Office (especially Word, PowerPoint, and Excel)
Advanced skill in data manipulation and validation within MS Excel
Excellent attention to detail and timelines
