Summary Objective

The purpose of this position is to enter and code data into computer, and processes records concerning court commitments and court appearances. Notify authorities of changes in inmate status; provide information and answer questions from the public concerning the status of inmates.

This class works under general supervision, independently developing work methods and sequences.

Examples of Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

BOOKING

Enters and codes data into a computer from information obtained on citations, court commitments, or warrants; completes and processes forms on newly arrested persons.

Answers phone calls, provides information, takes messages, and routes calls.

RECORDS & INFORMATION

Enters and codes data into a computer from information obtained on citations, court commitments, or warrants; completes, processes and files forms on inmates in custody.

Processes and verifies time served on court ordered inmate releases and inmates with completed sentences as ordered by the court.

Notifies authorities of changes in inmate status; provides information and answers questions from the public, judges, court personnel, and other law enforcement agencies.

Conducts read-only queries, locates and retrieves information, generates routine reports, and completes forms.

INTAKE

Processes citation and LiveScan for new and repeat offenders; logs arrest data; prepares disposition form on felony arrests.

Operates AFIS entry/AFIS review stations.

Enters and updates information in the Inmate Management System.

Conducts IMS wants/warrants LINK/NCIC and electronic database searches on releases and commitment orders making appropriate agency notifications to advise of or to complete service of outstanding warrants and/or summons.

Utilizes LiveScan to process employment applicants, Home Incarceration Program participants, volunteers, etc.

Conducts LINK/NCIC inquires on Corrections employment applicants.

Performs related work as assigned.

ARCHIVES

Maintains archival records for department in compliance with KRS 171.140-740 and all applicable law.

Retrieves archived information in response to open records requests.

Maintains working knowledge of LMDC records policies and procedures.

Understands Kentucky expungement law and implements policies and procedures in the expungement of criminal records in accordance with Kentucky law.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

High School Graduation or GED equivalent.

One (1) year of customer service, clerical, receptionist, computer data entry, centralized records filing, court records processing, criminal justice, or security experience or an equivalent combination of education, training, and experience.

OTHER MINIMUM REQUIREMENTS

Must be a minimum of 18 years of age.

Must not have been convicted of a felony or have any criminal action pending against them.

Misdemeanor convictions will be considered on an individual basis.

Must submit to a pre-employment polygraph test.

Must wear personal protective equipment as mandated by OSHA.

Must be vaccinated for hepatitis B, have provided evidence of immunity, or have signed a declination form within ten days of initial assignment.

Must pass an annual tuberculin test.

Must work a varied schedule.

Must be fluent in English language.

ARCHIVES

SCT posted in Archives should have at least one year of prior experience in LMDC records & information department and be familiar with policies, procedures, applicable laws, and practices related to the records and information. Alternatively, SCT posted in Archives must demonstrate competency and working knowledge in records & information within 30 days.

GENERAL

Must be certified as a LINK and NCIC Basic Operator (Full Access) in the State of Kentucky or obtain within six months of employment.

Must be certified in Basic CPR and Basic First Aid or obtain within one year of employment.

Applicants and employees in positions which perform job duties that may require contact with offenders in the custody or supervision of the Department of Juvenile Justice or with youth in the care, custody, or supervision of Youth Development.

Must meet qualifications pursuant to the federal Prison Rape Elimination Act, 28 CFR 115.17 and 115.317, to include periodic post-employment criminal background checks.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

Lifts and carries items weighing up to 40 pounds.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
