Summary
Responsible for overseeing post-award & restricted funds accounting and agreement compliance, as well as payroll accounting & operations. Maintains university financial reporting compliance through initial GASB pronouncement projects and their ongoing maintenance. Plays a key role in supporting financial accounting and reporting activities and functions of the University, including but not limited to the development and implementation of relevant financial accounting processes and procedures. Actively supports the University in tax and financial regulatory compliance. The Associate Controller represents the Controller in their absence.
Essential Functions
Provide oversight, supervision & management of post award and restricted fund accounting department and operations as well as payroll compliance and operations.
Under direction of the Controller and in partnership with the Associate Controller – Financial Reporting, is responsible for preparation of and ongoing compliance with certain FASB and GASB standards (Financial Accounting Standards Board and Governmental Accounting Standards Board). Currently (2025) GASB standards 84, 87, 94, 96 and 101. As well as management of the WBGU audit and Single Audit.
Work in conjunction with Controller's Office systems department overseeing financial management, student solutions, and HR/PR software platforms and all interfacing subsidiary systems. Provides guidance and oversight to all functional leads for ITS financial platforms and is actively involved in testing and assuring up and downstream impacts are considered.
Supervise, assist, and review financial reports, regulatory reports, and tax filings to include 990T, W2’s, 1099s, 941s, OBOR, and HERD reporting and Sales & Use tax compliance. Supports and compiles materials for Indirect Cost rate negotiations as well as Fringe Rate negotiations. Research and prepare responses to complex tax related issues to support the Controller.
Assist in the development and implementation of appropriate policies and procedures across all financial departments (e.g. Financial Accounting, Treasury, Purchasing, Procure to Pay and Payroll) as well as University departments.
Provide necessary fiscal services and related training to the campus community and Foundation staff. Both stand alone and coordinated with the Business Operations and Budget Office. Develop, implement, and manage the accounting functions to ensure their efficient and effective operation in all University departments and divisions.
In coordination with the Budget Office and Business Operations, provide guidance, leadership, and oversight to all decentralized Budget Administrators in financial and accounting matters.
Responsible for system administration related duties within FMS including maintaining appropriate internal controls and segregation of duties among staff and more broadly outside of the Controller’s Office under the direction of the Controller.

Minimum Qualifications

Grants
3 years of General ledger
Supervisory or Project Management experience showing increasing levels of responsibility
3 years of financial analysis
2 years of experience in, or responsibility for, preparing financial statements or conducting audits.

Ability to design, plan, and develop the framework for orderly, timely, and accurate annual closing and to maintain the financial records of the University
Ability to develop financial training materials and provide training to individuals with various levels of financial expertise.
Ability to lead, guide, direct, and develop departmental staff.
Ability to learn new systems, develop financial/accounting procedure/process changes and then lead the change process.
Ability to communicate well; verbal or written, presentations, etc.
Ability to identify problems, develop solutions, and implement change.
Knowledge of advanced accounting software (e.g. PeopleSoft), including query development and execution. Web-based applications preferred.
