The purpose of this class is to assist the Director of Payroll in the oversight of the College's Payroll Department and to act as the liaison between the Payroll Department, Accounting Department, Human Resources Department and external agencies in all salary and fringe benefit related issues.

Bachelor's Degree and four years' experience.

Experience must include 2 years of continuous staff supervision/management.

Knowledge of current federal and state laws and regulations related to employee wages and benefits required.

Knowledge of Microsoft applications and payroll financial systems required.

Certified Payroll Professional (CPP) designation preferred.

* Manage and supervise employees of the assigned college division or function.

* Plan, coordinate, and implement projects, programs and/or initiatives.

* Serve as liaison between college departments, vendors, government agencies and/or other external organizations.

* Responsible for the development and maintenance of departmental records and reports.

* Assist with the development and administration of departmental policies and procedures.

* Establish, maintain and supervise the payroll financial systems to safeguard and properly maintain the integrity of payroll for the college.

* Assist the Information Technology department in developing ad hoc payroll reports to effectively audit payroll output to contribute to successful payroll processing.

* Supervise the payroll operations staff and serve as the backup for the Director of Payroll in the absence of the Director.

* Schedule and monitor workflow and production processes and oversee the timeliness and accuracy of all payroll data being entered into the financia1 management system.

* Review and approve table maintenance within the financial management system to ensure that wage, tax, and benefit data is accurate.

Prepare annual evaluations for assigned staff, as well as, providing periodic performance feedback.

Serve as backup in the preparation, payment and reconciliation of payroll liabilities and tax withholdings.

Serve as payroll liaison on all testing and troubleshooting of payroll processing of new releases and/or upgrades to the payroll software where payroll is impacted 7.

Assist in payroll training.

This includes training on newly implemented processes and refresher training on processes already in place.

8.

Assist in the development of policies and procedures of the payroll department.

9.

Prepare annual payroll calendars for internal and external distribution.
