DEFINITION

This position is responsible for guiding contractors, developers, and homeowners through the building permit application process while ensuring compliance with all relevant codes and regulations. The current opening for this position is in the Building & Safety Division of the Community Development Department.

SALARY:
A one and one-half percent (1.5%) cost-of-living adjustment (COLA) along with the addition of a sixth salary step F will be effective the first full pay period in January 2026.
EXAMPLES OF DUTIES, RESPONSIBILITIES AND EXPECTATIONS
This position is accountable as a team member to perform permit technician duties, specialized analytical duties and administrative support duties in the Community Development or Public Works Department. This class is distinguished from other office support and administrative staff classes by the specialized responsibilities inherent to construction, zoning land use-related functions including, but not limited to:
Performing technician-level duties including but not limited to reviewing maps, site plans, architectural drawings, and structural calculations submitted in connection with permit applications to assure completeness and conformance with the department's submittal requirements
Receiving and processing applications for the full range of engineering permits, and building permits for residential, commercial, and industrial projects
Calculating and collecting required fees and issuing permits
Providing assistance in plan review and approval of minor residential additional and/or alteration work
Responding to inquiries over telephone, or in person at the counter to property owners, private contractors, builders, utility companies and others regarding items such as plan check correction lists, conditions of approval and procedures for appealing or requesting exemptions, variances, or waivers
Explaining minor requirements for fire safety, landscaping, accessibility, energy conservation, and public improvements, utility and street improvements, architectural, mechanical, electrical and structural engineering graphic designs, illustrations and forms
Operating various office, engineering and computer equipment and applications such as software including Bluebeam and Laserfiche, printer, copy machine, scanner, calculator, and computers
Preparing written reports and correspondence
Maintaining and updating a variety of office records and files, including but not limited to maintaining street addressing from maps provided by the Office of the County Assessor
Evaluating and recommending modifications in procedures and practices to improve the administration of mandated programs
Operating motor vehicles and other equipment in the performance of assigned duties
Participating in department budget preparation, analysis and administration
Researching for requests of engineering plans and documents by the public, utility companies, and other governmental agencies
Compiling monthly, quarterly, and annual reports of Department's processing activities
Compiling responsive information for public records requests
Designing and maintaining an up to date public information handouts, applications and Frequently Asked Questions
Working irregular hours including evenings, nights, weekends and holidays, as necessary; being available for call-back and automatic return to work with a reasonable response time for major emergencies, disasters, critical incidents and as otherwise required
Providing critical thinking towards thorough and professional recommendations and completed staff work
Delivering outstanding internal and external customer service; communicating effectively orally and in writing with the public and fellow employees; solving problems and supporting the City's mission, policies, goals and objectives
Establishing and maintaining effective working relationships and working cooperatively with co-workers, and other members of the supervisory/management team, City staff, other agencies, and the community
Providing initiative in achieving positive and timely results for the organization

CLASSIFICATION:The position is covered under the Fair Labor Standards Act and the employee is a member of the Classified Service.
MINIMUM QUALIFICATIONS
REQUIRED WORK EXPERIENCE AND/OR EDUCATION:
Four (4) years of technical-level experience performing building and engineering counter services or any combination of training and/or experience that could likely provide the desired knowledge and ability is required.
An associate degree or higher is highly desirable. REQUIRED CERTIFICATION:Permit Technician Certificate from the International Code Conference (ICC) is required within one year of appointment to the position.
This position also requires:
Knowledge of: Customer service, materials, equipment, regulations, principals, procedures and/or practices necessary to perform required duties; practices and techniques of applicable construction and building codes; applicable safety and health regulations; using reference materials and handbooks; interpreting appropriate maps, engineering and building reference materials and drawings; exercising independent critical judgment in selecting scale, sheet size, views, sections required, arrangements of view, etc.; lettering neatly and clearly; various engineering and building related computer applications; basic principles and practices of public administration; practices, techniques and methods to accomplish the City's goals and objectives by combining the appropriate people, resources, process and time to achieve results.
The position requires computer literacy and working knowledge of Microsoft Office, the ability to communicate using email programs, and an understanding and adherence to City policies for information technology.
The position's expected competencies are sound decision-making skills, critical thinking ability, problem-solving and innovation skills, drive for results, analytic skills, interpersonal, customer service and diplomatic skills, ethical conduct and proven top performances.
