Summary
This position is responsible for planning, organizing, managing, and administering countywide security activities, responses and strategies to prepare and protect employees and assets, ensuring the safety of public facilities, services, and sensitive information from various threats and vulnerabilities. Leads multidisciplinary cross-departmental security team to compile, analyze, and respond to personal safety and security risk threats.
Develops and oversees the implementation of security policies, security plans, programs, training, business practices and infrastructure to meet the physical and operational security goals and objectives for the county. The role involves evaluating goals and objectives and recommending administrative controls and improvements. Serves as the primary security subject matter expert providing guidance and consultation to county staff and leadership.
Salary upon hire is step 1 through 3 (93,370.32/yr. - $100,068.48/yr.) dependent upon qualifications.
Progressive increases are based on years of service with Skagit County, up to 10 steps (top step $124,186.08/yr.). The Security Manager is range 30 of the General (Non-Union) salary schedule.
Essential Functions
Plans, organizes, manages and administers countywide security activities, responses, and strategies. Develops and implements security program and strategic planning.
Directs the planning, prioritizing, assigning, training, and review of the security work of a diverse workforce. Acts as a resource, and provides direction, guidance and leadership to staff. Advises on complex and sensitive security concerns and issues.
Responds to and resolves confidential and sensitive security inquiries. Investigates complaints and recommends corrective actions as necessary.
Builds and maintains a positive culture of vigilance and accountability around security amongst County employees.
Serves as the countywide main point of contact and subject matter expert for issues, topics or situations related to security. In response to county security threats, may provide guidance to other departments, the general public and/or outside agencies. Conducts meetings with county departments/offices to review their security issues, emergency planning, operations, training/exercise and financial recovery guidelines. Works with individual departments/offices to develop their site-specific safety plans and assist in the department's preparation for emergency and incident response.
Represents the county to the public, elected officials, other agencies, governments and organizations including making presentations, participating in meetings, and conducting community outreach. Acts as a representative on interagency task forces and special projects.
Advises on security planning by conducting security surveys, audits and threat assessments to identify vulnerabilities in facilities, IT systems, and operations. Identifies potential threats and, where appropriate, implements measures to reduce risks. Conducts job site inspections in operations, shop, and office environments to identify and evaluate security vulnerabilities and assists in the implementation of work practice controls or training necessary to eliminate or reduce the hazards for employees. Recommends and establishes administrative controls and improvements.
Develops, implements, and maintains security and emergency policies and procedures, response protocols, communication and redundancy plans. Develops procedures to implement new and/or changing regulatory requirements. Establishes protocols for access control, data protection and incident reporting,
Develops, coordinates and implements county-wide employee training and awareness programs on security, recognizing and responding to threats, and other related topics.
Develops, coordinates and implements county-wide and building/department specific exercises and drills, after action reports and the Corrective Action Program (CAP) and awareness programs on security, emergency management and other related topics. Coordinates emergency response and active incident efforts. Works with law enforcement agencies and County leadership.
Works closely with the cybersecurity team to ensure sensitive information and technology assets are protected and employees are trained on best practices for preventing cyber threats. Identifies and recommends new technologies to enhance emergency planning, administration, operations, security training and response efforts. Deploy and utilize security technologies such as surveillance cameras, alarm systems, and access controls.
Assists in the development and monitoring of the security budget. Develops justifications for budgetary recommendations and/or adjustments. Participates in forecasting resource needs. Identifies, obtains and manages funding from grants.
May select, direct, and manage the work of consultants. Negotiates, manages and oversees contracts and reporting requirements.
Advises, assists, and briefs the BOCC and/or County Administrator regarding security programs and liability issues. Consults with elected and appointed officials on a wide range of security-related matters.
May serve in the Emergency Operations Center during local emergencies.
Ensures compliance with federal, state and local security regulations.

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
A minimum of six years of applicable experience in security, emergency management and/or emergency services/public safety
Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, emergency management or related field, or an additional four years of experience may be substituted for a degree.
Requires knowledge of:
Security standards and technologies as well as the application of physical security through environmental design, principle and techniques;
County, state, and federal laws/regulations regarding emergency management services and the ability to interpret and apply them correctly;
Crime and violence prevention in the workplace;
State and municipal government operations;
Organization and operation of the County government and its departments and agencies;
Knowledge of multiple security access control and surveillance systems;
Security operations, protocols, and administration. Requires the ability to:
Assess and effectively monitor security practices and principles, adjust for efficiency and effectiveness, present appropriate and strategic alternative course of action;
Work with people in a courteous manner and demonstrate strong customer service;

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Ability to operate a vehicle required. Good dexterity, sight and sound required to accomplish the mission of the position. Position requires physical mobility to react to emergency situations and provide support at various county facilities. This position requires individual to be able to lift up to 25 pounds, speak articulately in person and on the telephone, work long periods at a desk, walk over rough terrain on occasion, and fully participate as required as a civilian member of an emergency response organization. All duties may be performed with or without reasonable accommodations.
Hazards:
Those present in a normal office environment. Requires response to accidents, which involves exposure to and disposal of hazardous materials and bloodborne pathogens.
