Position Summary

TheProcurementManager is responsible for thestrategic leadership and directionof all procurement activities at the Newark Housing Authority (NHA). This position ensures the efficientsourcing, purchasing, and contractingof goods and services in alignment with the agencys goals and objectives.

The Procurement Manager overseessupplier relationships, contract negotiations, risk management, compliance, and procurement policieswhile collaborating with cross-functional teams to drive efficiency, cost optimization, and accountability in procurement operations. The position also ensures compliance withfederal, state, and local regulationsand manages procurement staff to achieve high operational standards.

Essential Duties and Responsibilities

Strategic Leadership & Procurement Oversight

Develop and implement acomprehensive procurement strategyaligned with NHAs objectives and budgetary considerations.

Oversee all procurement activities, includingcompetitive solicitations (RFPs, RFQs, IFBs, CSBs), direct negotiations, and vendor contract management.

Ensure procurement functions comply withHUD, federal, state, and localregulations, includingpublic sector procurement laws.

Provideexpert guidanceto staff and leadership on procurement policies, best practices, and cost-effective purchasing strategies.

Identifycost-saving opportunitieswithout compromising quality or compliance standards.

Ensure theefficiency, integrity, and transparencyof all procurement processes.

Supplier & Vendor Management

Build and maintainstrong vendor relationships, fosteringcollaborative and mutually beneficial partnerships.

Conductsupplier evaluationsto ensure adherence toquality, cost-effectiveness, and deliverystandards.

Oversee the

bid processamong pre-qualified vendor panels.

Promote the inclusion ofminority, women-owned, and disadvantaged businessesin procurement activities.

Contract Management & Compliance

Develop and administer procurement contracts, ensuring clarity inscope, payment structure, and compliance with legal and financial requirements.

Conductcontract negotiationsand resolve disputes to safeguard NHAs interests.

Ensure contractcompliance monitoringand handle any contract-related disputes or performance issues.

Overseeprevailing wage complianceand enforcement on construction-related contracts.

Risk Management & Audits

Identify and mitigateprocurement-related risksthrough strategic planning and compliance measures.

Interface withauditors and compliance monitorsto address procurement-related risks and audit findings.

Managerequests for audit documentationand prepare responses to regulatory inquiries.

OverseeFreedom of Information Law (FOIL) requestsrelated to procurement and contracting.

Performance Metrics & Reporting

Prepare and presentregular procurement reportsto senior management.

Ensure the accuratefiling of procurement-related financial reportsand compliance documentation.

Procurement Policy Development & Training

Develop and implementprocurement policies and proceduresin line with evolving regulatory and operational needs.

Conductprocurement trainingfor internal staff to ensure consistent adherence to procurement standards.

Adviseexecutive leadershipon critical procurement issues and provide recommended solutions.

Supervision & Staff Management

Lead and manage procurement staff, including setting performance expectations,conducting evaluations, and providing professional development.

Overseework schedules, procurement assignments, and workload management.

Foster a culture ofcollaboration, compliance, and continuous improvementwithin the procurement department.

Minimum Qualifications & Requirements

Education & Experience

Bachelors degree in business, Finance, Supply Chain Management, or a related field

At least 7 yearsof progressively responsible experience inprocurement, contracting, or supply chain management, with3-5 years in a leadership role.

Strong knowledge ofpublic sector procurement laws, federal and state purchasing regulations, and HUD procurement guidelines.

Experience withsubrecipient agreements, finance, and budget management is a plus.

Experience in developing and implementingprocurement policies and automated procurement systemsis preferred.

Qualified Procurement Agent certification (QPA)

Technical & Professional Skills

Expertise incompetitive solicitations, contract negotiation, and vendor management.

Strong understanding ofprocurement best practices, compliance regulations, and financial controls.

Proficiency inprocurement software and reporting tools.

Analytical mindsetwith the ability to leverage data-driven decision-making.

Proven ability to managecomplex procurements, mitigate risks, and implement cost-saving strategies.

Certifications (Preferred but Not Required)

Certified Purchasing Manager (CPM)

Certified Public Purchasing Officer (CPPO)

Certified Professional Public Buyer (CPPB)

Other Requirements
