Introduction

The Maryland State Retirement Agency (“Agency”) is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit pension plan covering governmental employees within the State of Maryland. The System has over 400,000 participants (customers), including 192,000 members who are actively employed and enrolled, 170,000 payees who receive a monthly retirement benefit payment, and 40,000 vested members who are no longer actively employed but who have earned a benefit that will become payable at a future date. The agency is seeking to fill a Program Manager II position within its Data Control Unit. During the probationary period, this position will work 100% at the office of the Maryland State Retirement Agency.

POSITION DUTIES

This management position oversees the operations of two specialized teams within the Data Control Unit: the Employer Reporting Adjustments & Member Contribution Audits team and the Purchases & Military Service Maintenance team. These teams are responsible for processing member service credit purchases, military service requests, service credit audits, account adjustments, and service credit transfers. The Manager is responsible for the leadership, coordination, and oversight of the teams which includes supervising staff, setting performance standards, managing workflows, and ensuring all processes comply with Maryland pension laws, COMAR and Agency policies. The Manager will monitor workloads, resolve escalated issues, implement training and procedural updates, and ensure the timely and accurate processing of member requests. This role requires maintaining an expert knowledge of relevant laws and regulations to guide policy interpretation and operational compliance. This is a working management role that requires both subject matter expertise and strong leadership skills to guide teams, streamline workflows, and resolve complex issues. The Manager will also lead process improvement initiatives, collaborate with internal leadership on complex cases and procedural changes, and oversee team budgets and personnel matters, including hiring, performance evaluations, and disciplinary actions. Occasional participation in special projects and agency-wide initiatives is also required.

After a probationary/training period, and at the discretion of the Unit Supervisor and Director this position may be eligible to telework one day per week.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience in an administrative or professional work environment.

Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. At least 3 years of experience in accounting, business, economics or related field.

2. At least 1 year of experience using customer relationship management software.

3. At least 1 year of supervisory experience.
