Main Purpose of Job

The Maryland Department of Natural Resources, Office of the Secretary is currently accepting applications for a Long-Term Contractual Natural Resources Planner III position to serve as a Climate Projects Manager.

The main purpose of this position is to advance the State’s climate mitigation efforts through nature-based solutions on the Lower Eastern Shore of Maryland. The Department was awarded approximately $43 million through a multi-state application to EPA’s Climate Pollution Reduction Grant program to support natural carbon sequestration through restoration and conservation. The Department will use the funding to support tree planting, marsh restoration, construction of living shorelines, tidal exchange restoration, and development and implementation of Coastal Resilience Management Plans.

POSITION DUTIES

This position uses knowledge of natural habitats, partner coordination, and grant management to support implementation of this award. The Manager has the primary responsibilities of:

Providing grant management oversight and implementation, such as tracking budgets and deliverables

Collaborating with and leading participating units to achieve proposed deliverables and ensure alignment with grant requirements

Using Smartsheets and Google platforms to support tracking, budgeting, reporting, and online coordination

Synthesizing grant reporting and invoicing from participating units and partners

Coordinating with the Maryland Department of Environment on invoicing, reporting, and grant management

Convening internal and external meetings to help advance deliverables

Coordinating with appropriate technical and field personnel to understand site-level characteristics

Assisting with implementation of community engagement in coordination with department units and the department’s Environmental Justice Officer

Managing contracts and relationships with community liaisons, including coordination with relevant department units

Supporting and/or facilitating community engagement efforts

Creating outreach materials to keep the public informed about planning, design, and implementation of proposed projects

Creating opportunities for the public to provide input on designs

Helping to identify relevant community groups

Coordinating with the Department’s communication team to ensure outward storytelling about project initiatives and successes

Engaging partner organizations around the mission and deliverables of this award

Supporting the primary goals of the grant program, including addressing the climate crisis, reducing air pollution, advancing environmental justice, and accelerating America’s clean energy transition

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have knowledge and experience with:

Grant management and implementation, including experience managing budgets and contracts

Coordinating with and leading staff and/or partner organizations on completing deliverables

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
