Main Purpose of Job
The main purpose of this position is to provide vision and leadership for developing and implementing information technology initiatives. This role offers a unique opportunity to lead high-impact projects, engage with stakeholders at all levels of government, and directly contribute to building a more efficient, equitable, and responsive public service infrastructure. This position will work closely with the Chief Digital Product Officer to reshape our digital strategy. Officer directs the planning and implementation of enterprise DP systems in support of business operations in order to improve cost effectiveness, service quality, and business development.
POSITION DUTIES
Duties of this position include, but are not limited to:
Provide continuing support to the operations and maintenance of existing systems. Oversee a diverse portfolio of enterprise technology initiatives and manage a team of dedicated IT professionals.
Aligning the Department's technology roadmap with its strategic goals, championing modernization efforts, advancing cybersecurity and data governance, and fostering cross-agency collaboration. Provide assistance to all MD Labor programs as requested or determined by utilizing the most appropriate technology and development methods available.
Provide resources necessary to support the information processing plans of the program and support units. Continue to contain data processing costs through the preparation and execution of OITs annual budget and provide cost effective level of service.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree in Information Technology, Computer Science or related field
Experience: 8 years of progressive IT leadership experience, including 4 years in an executive or senior management role
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Master's Degree
Experience in a public sector or government agency environment
Certifications in ITL, CISSP or comparable areas
Background in digital equity, accessibility and customer-centric service design
Proven success leading cross-functional teams and large-scale system transformations
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud.
