The Office of Strategic Initiatives and Program Support (SIPS) supports NCDOT senior leadership and is charged with understanding current and future industry trends, leading strategy development, streamlining decision making, solving complex policy problems, and facilitating process improvement so NCDOT is better able to meet strategic goals and targets. SIPS’s mission is to utilize data, research, and input from agency leaders, customers, and partners to facilitate agency visioning, long-range planning, performance target setting, program management, and cross-departmental strategic initiatives.
This position reports to the SIPS Deputy Director in the Research & Forecasting Branch. The position supports NCDOT and SIPS leadership by overseeing and managing key programs and activities related to transportation policy, revenue forecasting, discretionary grants pursuits, research, modeling, and scenario planning.
The prevailing function of the role (40 - 50% of time) will be monitoring revenue collections and forecasting NCDOT revenues. Key responsibilities of this function may include:
Compile, organize and manage data necessary to complete, and periodically calibrate short-range and long-range revenue forecasts.
Manage data models developed to support revenue forecasting activities.
Lead or assist with tool development and refinement to improve the quality and accuracy of NCDOT’s revenue forecast.
Lead or participate in research and studies related to transportation finances and revenue, including national research committees.
Maintain awareness of economic, legislative, and transportation industry trends that may impact NCDOT’s revenue forecast.
Attend meetings, conferences and events that may have relevancy to NCDOT’s revenue forecast or related policy, strategy, or plans.
Maintain sound working relationships with key partners at the Office of State Budget and Management to collaborate on revenue forecast development and updates.
Assist SIPS leadership in communicating revenue forecast updates to senior NCDOT executives and Board of Transportation members, as needed.
The position also assists the Deputy Director and SIPS Director with state and federal transportation policy activities, including keeping up with current events impacting transportation policy, compiling policy updates for agency leaders, developing policy strategies to recommend to agency leaders, and developing written materials regarding agency policy positions in response to inquiries and requests.
This position will also monitor transportation revenue policies nationally, study new revenue alternatives and collection methods, and assist with public education initiatives.
The position may also assist SIPS staff and unit leads with other transportation-related forecasting, modeling, and scenario planning tasks to inform agency strategic planning and policy development. The position may also assist with other transportation program management activities and tasks.
The individual in this role must have a deep understanding of data modeling techniques and data tools and technologies. They must have the ability to relate relevant macro and micro economic trends to financial predictions. They must have knowledge of the transportation industry and transportation funding and finance issues. Strong communications capabilities are necessary, including the ability to explain complex data trends and scientific analyses to a non-technical audience.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (5) years of experience in the program area of assignment, including two years of supervisory program experience; or equivalent combination of training and experience.
