The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an AI Enterprise Technology Service Owner!

This role will be responsible for analyzing business processes and collaborating with stakeholders to define AI use cases across workflows, applications, data management, and information operations. It will involve documenting investment requirements, assessing ROI, and evaluating AI system options. The ideal candidate will provide leadership with clear, data-driven insights to support decision-making on AI adoption and implementation.

Key Responsibilities:

Analyze business processes and collaborate with teams to identify AI use cases across business units, applications, data management, and infrastructure and operations.

Document investment needs, resource availability, and return on investment for AI systems.

Evaluate AI system options and present recommendations to leadership for decision-making.

Define and align service vision, strategy, and architecture with business goals, focusing on emerging technologies to improve enterprise operations, scalability, and efficiency.

Develop and maintain service roadmaps, SLAs, and performance targets, while producing technical documentation for effective communication across IT, operations, development, and vendor teams.

Manage day-to-day IT infrastructure operations across cloud, on-premises, and hybrid environments, ensuring compliance with IT security and regulatory standards.

Oversee IT service management processes (incident, problem, change, release) and maintain detailed documentation while handling multiple assignments with varying priorities.

Collaborate with internal teams, vendors, and service providers to optimize service delivery, manage contracts, and ensure performance standards are met.

Develop and maintain enterprise solutions architecture, oversee license and maintenance agreements, and work with vendor management to drive efficiency and savings.

Manage and optimize budgets for infrastructure and operations services, including cost forecasting, resource planning, capacity management, and vendor negotiations.

Develop and manage enterprise service monitoring strategies, report on performance metrics (uptime, availability, reliability), conduct service reviews, and lead continuous improvement efforts based on data and feedback.

Lead initiatives to modernize enterprise IT infrastructure, stay updated on emerging technologies, and foster a culture of innovation and collaboration while ensuring high-quality client service.

Lead and mentor cross-functional teams to deliver secure enterprise IT services, ensuring customer service excellence, operational efficiency, and alignment with organizational goals.

Please note, candidates for this position must reside

in the state of Iowa at the time of starting the role.

Background Check Requirements:

After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate’s education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment.

2) All of the following (a and b):

a. Five years of full-time work experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment; and

b. One of the following (i or ii): i. Twenty-four semester hours of accredited post-high-school course work in one of the specialty areas listed in part a; or ii. Certification from an authorized educational institution or a major computer/software producer in an area directly related to one of the specialty areas listed in part a.

3) A total of nine years of education and/or full-time experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Information Technology Specialist 5.
