Description

JSI is seeking a full-time Environmental Permit Specialist III who possesses a genuine interest in assisting clients with the environmental aspects of their grant applications and construction projects. The Environmental Specialist will assist us with our current telecom permitting projects. The Environmental Specialist will assist the current team with the research and application process of completing and submitting permits to municipalities and other governing agencies for the placement of fiber optic cable for our clients.

Responsibilities & Duties

Reviewing grant applications for environmental permitting concerns.

Completing the necessary forms for the grant application process relating to environmental permitting.

Researching the environmental components found during review to determine what environmental concerns are present in the proposed project and the steps required to address those concerns to inform the Project Management team of the budgeted effort for environmental permitting.

Work with various federal and state agencies to obtain environmental permitting clearance for construction.

Support and oversee the development of state and local land use and environmental permitting efforts, including conditional/special use permits and certificates of environmental compatibility.

Secures project authorizations and approvals that federal, state, or local governmental authorities may require.

Work may include project compliance or fieldwork support, budget and milestone coordination, and proposal or scope-of-work development support.

Attend meetings with clients and be able to articulate updates on projects.

Provide excellent leadership at the project, team, and office level by demonstrating leadership behaviors and professionalism.

Coordinate survey efforts between third-party consultants and federal agencies as required.

Qualifications

Education:

Bachelor’s degree in biology or related sciences; OR 30 credit hours in Biology combined with relevant field experience required.

Experience:

Demonstrated experience with federal agencies such as the US Army Corps of Engineers (USACE), Federal Energy Regulatory Commission (FERC), Bureau of Land Management (BLM), US Forest Service (USFS), and/or US Fish and Wildlife Service (USFWS), and other state/local agencies is preferred.

Understanding the rules and regulations that accompany Federal Grant dollars due to the need for federal funding to comply with:

Nation Environmental Protection Act (NEPA)

Section 106 of the National Historic Preservation Act

Section 7 of the Threatened and Endangered Species Act

State Archaeological Agency

Experience and ability to manage multiple smaller projects or one or two larger projects in diverse settings and with changing requirements.

10 to 15 years of demonstrated environmental agency permitting experience.

Skills:

Language and Communication skills to write letters to various agencies, draft reports on endangered species, and negotiate avoidance and mitigation methods for projects.

Able to resolve conflicts in a timely and professional manner.

Skill with Google Earth, QGIS, Excel, and Word.
