JOB SUMMARY:
The Payroll Manager oversees end-to-end payroll operations for a multi-state, multi-entity organization, ensuring compliance with federal, state, and local laws and union and Service Contract Act (SCA) requirements. This role manages accurate and timely payroll processing, reconciliations, tax filings, benefit remittances, and internal controls. The Payroll Manager leads payroll audits, supports system improvements, and partners cross-functionally to uphold payroll integrity and compliance.
PRIMARY RESPONSIBILITIES

• Manage and process accurate, timely payroll for multi-state, multi-company operations.
• Administer and audit union payrolls, ensuring compliance with collective bargaining agreements (CBAs).
• Ensure the accurate application of Service Contract Act (SCA) requirements, including wage determinations and health and welfare components.
• Reconcile payroll-related general ledger accounts and post journal entries during month-end close.
• Ensure compliance with all federal, state, and local payroll tax laws and labor regulations.
• Act as the primary contact for payroll-related questions from employees, management, auditors, and external partners.
• Develop, document, and implement payroll processes, policies, and internal controls.
• Lead and support payroll audits related to DCAA, SCA, and union regulations.
• Maintain and update payroll systems and participate in implementations or system upgrades.
• Prepare reports and payments for employer- and employee-paid benefit costs such as union dues, pensions, health insurance, flexible spending, and workers' compensation.
• Partner with other corporate staff on registrations for new locations.
• Maintain a schedule of tax filings by state and entity to ensure timely payments and comply with government laws and regulations concerning payroll and tax procedures.
• Establish, define, and implement company payroll policies, processes, procedures, and forms.
• Provide ad hoc management reports and analysis.
• Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
• Excellent understanding of payroll tax regulations and year-end reporting (W-2s, 941s, etc.).
• Exceptional attention to detail, integrity, and ability to manage confidential information
• Ability to analyze financial data and prepare financial reports, statements, and projections.
• Ability to meet deadlines.
• Ability to maintain attention to detail and accuracy.
• Ability to prioritize multiple projects while maintaining required schedules.
• Knowledge of federal and state financial regulations.
• Demonstrated ability in general accounting, financial government accounting, and audit principles, procedures, and techniques.
• Knowledge of financial and accounting software applications.
• Professional intrapersonal and interpersonal skills.
• Proficient with Microsoft Office Suite or related software, emphasizing Excel.
• Strong analytical and problem-solving skills.
• Thorough understanding of generally accepted auditing standards.
• Thorough understanding of systems analysis methods and the principles, design, and procedural methods used in computer and database development.
MINIMUM QUALIFICATIONS
• Bachelor’s degree in accounting or related field; equivalent combination of education and experience.
• Five (5) years of payroll experience, directly responsible for multi-state and multi-company payroll processing and supervising a payroll team.
• Two (2) years of experience in union payroll, collective bargaining agreements, Davis Bacon, and SCA wage determinations
PREFERRED QUALIFICATION
• Certified Payroll Professional (CPP) designation or in progress.
• Working with Costpoint and UKG.
• Working in government contracting or industries subject to SCA and union regulations.
• Working with Alaska Native Corporations (ANC’s).
• Familiarity with DCAA and FAR payroll compliance.
• 401(k) administration, and general ledger (GL) reconciliation.
Salary Range: $ 126 K-$152 K
