MAJOR FUNCTION
Serves as a key strategic resource within the Office of Planning and Development (OPD), leading efforts to evaluate, implement, and enhance technology systems and solutions that increase operational efficiency, service delivery, and public engagement. Acts as a liaison between OPD, internal departments, and external agencies to align technology initiatives with organizational goals and customer service priorities.
ILLUSTRATIVE DUTIES
Technology Integration & Support
Analyze OPD workflows and business processes to identify opportunities for system enhancements and digital integration, with a particular focus on cloud-based solutions such as Software as a Service (SaaS), aligned with the operational needs of the OPD.
Lead or support the planning, testing, and implementation of technology systems related to permitting, inspections, development review, and GIS applications.
Monitor the performance of technology tools and recommend improvements to ensure optimal functionality.
Stakeholder Engagement & Collaboration
Collaborate with internal stakeholders and vendors to ensure user-focused, scalable solutions aligned with County policies.
Support interdepartmental and intergovernmental collaboration on shared technology and data initiatives.
Training & User Adoption
Provide staff training and promote the adoption of new platforms and digital services.
Respond to complex customer inquiries related to permitting, land development, and public engagement systems.
Data & Reporting
Gather data and generate reports to support decision-making, performance monitoring, and operational analysis.
KNOWLEDGE, ABILITIES AND SKILLS
Technical Proficiency
Familiarity with permitting, inspections, and land development software platforms.
Working knowledge of GIS tools and spatial data concepts.
Analytical & Problem-Solving Skills
Ability to assess workflows and propose practical technology solutions.
Strong data analysis skills to support process improvements and reporting needs.
Communication & Interpersonal Skills
Effective written and verbal communication, including the ability to explain technical concepts to non-technical users.

Organizational Awareness
Understanding of Polk County’s Land Development Code and planning processes.
Ability to work cross-functionally with various departments and external agencies.
MINIMUM QUALIFICATIONS
Associate degree in Business Practices, Public Administration, Technology, or a related field from an accredited institution, as determined by the OPD Director.
Strong working knowledge of building permitting, inspection processes, and land development regulations.
Understanding of Polk County’s Land Development Code and planning practices.
Basic proficiency in GIS tools and spatial data concepts.
Excellent analytical, communication, and customer service skills.
Demonstrated ability to work collaboratively across departments and with external agencies.
Preferred Qualifications
Bachelor’s degree in business Practices, Public Administration, Technology, or a related field from an accredited institution, as determined by the OPD Director.
Experience in a government or public service environment, with an emphasis on technology and system implementation.
SPECIAL REQUIREMENTS
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
