JOB POSITION DESCRIPTION
JOB TITLE: MANAGER OF HOUSING STABILITY COUNSELING
RESPONSIBLE TO: Chief Program Officer
FLSA STATUS: Exempt
ABOUT THE ROLE
As the Manager of Housing Stability Counseling you'll lead our team in providing life-changing support to clients navigating complex housing challenges. You'll leverage your expertise in mortgage lending, foreclosure prevention, and homebuyer counseling to help clients achieve stable, sustainable housing solutions while mentoring staff and driving program excellence.
KEY RESPONSIBILITIES
Client Support & HUD Certified Housing Counseling
Develop customized housing stability plans focusing on rebuild-relocate-rehabilitate options
Provide one-on-one counseling for foreclosure prevention, home purchases, rental assistance, reverse mortgages (HECM), and mortgage modifications
Serve as a liaison between clients and lenders, advocating for optimal outcomes
Deliver financial capability counseling and rental sustainability guidance
Demonstrate flexibility by undertaking varied assignments based on organizational needs and the Executive team direction.
Program Management
Mentor and coach HUD Certified Housing Counseling staff, conducting regular file audits and session observations
Assist the Chief Program Officer with staff management, workflow development, and grant applications
Coordinate staff training and lead departmental meetings
Ensure accurate data entry across all client management systems (EmpowOR, CounselorMax, HCS)
Generate client pipeline reports and maintain compliance with all funding requirements
Community Engagement
Represent the agency at outreach events to increase community awareness
Present at workshops and training sessions
Build relationships with lenders, servicers, and community resources
QUALIFICATIONS
Bachelor's degree in finance, human services, social work, or related field
Minimum 2 years' experience in mortgage lending/processing, real estate, or housing counseling
NeighborWorks (NWA) certification in Home Buyer, HECM, and Foreclosure Intervention counseling (or ability to obtain within 6 months)
HUD certification (required or to be obtained within 3-6 months)
Strong knowledge of NJ foreclosure processes and mortgage loan programs
Excellent case management, communication, and problem-solving skills
Proficiency with CounselorMax, EmpowOR, HCS, Siroms, and Microsoft Office suite
WORK SCHEDULE & REQUIREMENTS
Full-time position (40 hours weekly)
Occasional evening and weekend availability for community outreach (2-4 evenings monthly)
Physical requirements include computer work, sitting for extended periods, and occasional lifting (up to 15 pounds)

UPON EMPLOYMENT:
● Ability to pass a drug test. Drug screen does not include THC.
● Ability to pass a criminal background check.
● If required to drive an agency vehicle, NJ driver’s license is in good standing with no more than six (6) points.
Expected annual base salary/hourly range:$60,000 - $65,000
