Region 14 Vacancy POSITION: Payroll and Benefits Specialist LOCATION: Central Office START DATE: ASAP DEADLINE DATE: Until Filled PRIMARY FUNCTION: Work with limited supervision to provide accurate and systematic payroll services.

Maintain accurate census information and process timely payments for all employee benefits.

EDUCATION/TRAINING REQUIREMENTS: Bachelor's Degree or equivalent Five (5) years payroll experience Experience with Human Resources REPORTS TO: Director of Finance and Operations WORK YEAR: Twelve Months MAJOR DUTIES AND RESPONSIBILITIES: * Collects, implements, maintains and reviews payroll information to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes and other deductions * Assists in the interpretation and implementation of all union contracts.

* Updates and manages Time Clock Plus.

* Ensures accurate and timely processing of payroll updates including new hires, terminations and changes to pay rates.

Maintains tax tables each new calendar year on the payroll system.

Also responsible for the rollover of payroll and attendance at the end of the fiscal year * Is responsible for timely depositing of the corresponding tax liabilities with appropriate federal and state agencies * Prepares required government reports: IRS, State, Unemployment, W-2s, 1095's, etc.

* Prepares file for TRB and TRB Subsidy.

Sends money monthly to TRB * Maintains the employee leave plans in order to provide current information on bi-weekly paychecks.

In addition is responsible for getting out FMLA paperwork and updating employee's paycheck.

* Provides the upkeep of medical, dental and life insurance elections for all employees.

* Oversees the FSA, DCR and HSA programs for all employees * Responsible for getting COBRA letters out.

* Maintains the 403B and 457 plans for all employees.

Responsible for updating the Plan with Ease file.

* Provide retiree benefits billing information to accounts receivable.

* Receive process and maintain workers compensation claims and coordinate related activity with insurance carrier.

Submit timely responses to unemployment claims.

Additionally responsible for giving and receiving information from the nurses for the OSHA 300.

* Provide HR with information regarding Annual Salary/Wage Notifications and contracts.

In addition provides data for budget and state report preparation * Assist with payroll audit.

Prepares the compensated absence report for the audit.

* Work with representatives of government, employee unions and retirement agencies to provide necessary information.

Also is responsible for the Workers' Compensation and Teamsters audit.

* Maintain Pension Records by updating salaries annually and distributing pension statements.

Responsible for the initialization and termination of employees on the pension.
