CLASSIFICATION TITLE: Project Manager SALARY: $85,183.29 - $110,177.47 DEPARTMENT: Public Works Opening Date: 05/12/2025 Closing Date: 05/27/2025 12:00 a.m.

FLSA Status: Non-exempt Employment Relationship: Just cause subject to probation period GENERAL SUMMARY Under the direction of the Civil & Environmental Resources Manager, this position ensures the successful implementation of initiatives related to stormwater management, drainage improvement, asset management, regulatory compliance, and environmental restoration.

Serves as a liaison between the department and various stakeholders, integrating expertise from technical, financial, and regulatory professionals to deliver projects from conception to completion.

This position also manages staff and consultants, ensuring that team members are aligned with project goals and resources are effectively utilized to achieve desired outcomes.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Manages civil and environmental projects from initial concept through design, permitting, funding, construction, and closeout.

Coordinates multi-disciplinary teams, ensuring smooth integration of engineering, environmental, financial, and regulatory expertise.

Oversees project schedules, budgets, contracts, and consultant deliverables to ensure timely and cost-effective completion.

Facilitates stakeholder input and collaboration through engagement, public meetings, and inter-agency coordination.

Directs and supervises internal staff and external consultants to meet project milestones, ensuring accountability and efficiency.

Ensures projects align with regulatory requirements, including stormwater permitting, illicit discharge elimination programs (IDEP), and environmental review processes.

Assists with grant applications and compliance reporting for state and federal funding programs and identifies and applies for grants to support infrastructure and environmental projects.

Conducts inspections and assessments to verify regulatory adherence and project performance.

Coordinates with consultants and staff to ensure compliance with permit requirements and environmental regulations.

Supports GIS-based asset management initiatives for stormwater and drainage infrastructure.

Conducts field inspections of construction sites, completed projects, and ongoing maintenance efforts.

Collaborates with maintenance teams on infrastructure improvements and environmental restoration efforts.

Ensures proper staffing and consultant deployment to effectively manage fieldwork and asset data collection.

Manages grant budgets, tracks expenditures, and ensures compliance with funding agency requirements.

Prepares financial reports and justifications for leadership and external funding entities.

Operates an automobile to perform assigned job functions.

Performs other duties as assigned.

QUALIFICATIONS Required Education and Experience * Bachelor's Degree from an accredited college or university in Engineering, Environmental Science, Urban Planning, Construction Management or related field * Minimum of five (5) years of Project Management experience Preferred Education and Experience * Master's Degree from an accredited college or university in Engineering, Environmental Science, Urban Planning, Construction Management or related field * Grant writing and administration, environmental permitting, asset management experience Required Licenses or Certifications * Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES Knowledge of: * Principles and practices of engineering * Methods of survey, nomenclature and symbols used in design and construction * Fiscal oversight, project execution * Computer software usage, including Windows, Word and Excel Skill in: * Effective written and oral communication skills * Project integration, regulatory compliance, personnel and consultant management, and stakeholder engagement * Decision-making ability and problem-solving skills Ability to: * Plan, cost, organize, supervise and evaluate engineering work * Establish and maintain effective working relationships with co-workers, outside agencies and the public * Effectively speak, write and understand the English language * Establish and maintain effective working relationships with elected officials, Administrators, Department Heads, staff, union officials and the public * Understand and carry out oral and/or written instructions * Accurately organize and maintain paper documents and electronic files * Maintain the confidentiality of information and professional boundaries * Work independently * Conduct oneself with tact and courtesy * Work in an environment which embraces the County's Dignity Campaign WORK ENVIRONMENT/CONDITIONS The work environment and exposures described here are representative of those an employee encounters while performing the essential functions of this job.
