Execute decision making and managerial responsibilities for the identification, acquisition and utilization of diverse resources to accomplish the following:
1. Lead and manage the cultural change effort in Site-Wide Procedures by implementing a centralized, coordinated and standardized approach to procedural documents.
2. Lead and manage the implementation of the SRNS strategic direction for evaluation of procedural document systems. Implement changes as necessary.
3. Manage the development and maintenance of procedural documents to include new, revised, and changed documentation in accordance with applicable DOE Orders and requirements, EPA, OSHA, State Regulations, and Nuclear Industry Standards while initiating change to meet the strategic vision of SRNS.
4. Direct/manage procedural document administration, records and document control processes.
5. Manage the development, revision, validation, approval and issuance process for all procedural documents. Provide direction to ensure compliance with regulatory requirements; direct procedural document development and issue resolution for all operating and support organizations.
6. Manage the development and training of personnel to ensure a qualified staff, capable of developing, and maintaining all levels of SRS procedural documents.
7. Assist other managers within the Site-wide Procedures organization to design, develop, implement and evaluate the Site-wide Procedures Strategic Plan. This plan will centralize, standardize and streamline procedural document development and management within SRNS.
8. Provide leadership for establishing effective collaboration and cooperation among SRS tenants (SRNS, SRR, SWPF, USFS, MOX, PDCF, SREL, WSI, US Army, etc.) and Complex-wide contractors to implement program, policy and procedure improvements by introducing innovative approaches to fully exploit “fitness for purpose” and reduce the costs without detriment to performance and standards/requirements.
9. Work with DOE EM and NNSA and assist the Interface Management Office in coordinating DOE policies and M&O implementing procedural documents among the various SRS tenants.
10. Act on behalf of the Director in their absence by leading the organization in meeting overall objectives.
11. Lead and manage the safety improvement initiatives in a way that minimizes injuries to employees in Site-Wide Procedures.
12. Represent the Site-Wide Procedures at relevant on/off site forums.
13. Lead, manage and direct staffing and budgeting requirements including major expenditures for services, equipment and materials, and other resources in connection with the directorate.
14. Develop group personnel to include professional development and mentoring which ensures proper career development and prepares personnel for future leadership roles.
Required Qualifications
• Eight or more years of experience (YOE) as an individual contributor in one or more of the roles managed, OR Bachelor's Degree in a relevant field plus five or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus three or more year of experience (YOE) in one or more of the roles managed
• Equivalencies to experience and education requirements will be considered

Procedure personnel are responsible for the development of site-wide and company policies, procedures, and electronic rounds (eRounds) related to the operation and management of programs and facilities. They develop, analyze, and revise existing administrative processes and management controls including standard operating practices, procedures, eRounds, management systems, and documentation. They develop and/or coordinate improved policies, methods, procedures, eRounds, instructions, and forms to achieve greater operational efficiency, increase safety, and to ensure compliance with regulations. They work with subject matter experts to develop new procedures and incorporate changes to existing procedures.
