Salary: $72,465.75 - $95,423.55/annually

SALARY RANGE: $72,465.75 - $95,423.55/annually

POSITION DESCRIPTION:

The Stormwater Technician reports to the Stormwater Program Supervisor and performs work independently, with regular coordination and collaboration with other Utility staff. This position plays a key role in supporting compliance with the Citys NPDES Phase II Municipal Separate Storm Sewer System (MS4) Permit, particularly in areas related to receiving water protection, infrastructure verification, and stormwater treatment.

Primary responsibilities include inspecting public and private stormwater infrastructure and construction erosion and sediment control BMPs, conducting compliance investigations, and supporting stormwater education and enforcement efforts. The Stormwater Technician will assist the Stormwater Program Supervisor in implementing and maintaining Permit compliance across multiple program components, including but not limited to construction, operations & maintenance, illicit discharge detection & elimination (IDDE), and source control.

Additional duties may include contributing to the development of stormwater-related codes and regulations, as well as assisting with the preparation of the annual NPDES MS4 report and other regulatory documentation.

Examples of essential functions of the Stormwater Technician include:

Perform inspections to ensure compliance with the Citys adopted O&M standards for public and private stormwater facilities; provide technical assistance and follow-up as necessary.

Maintain inspection records, sampling data, compliance notices and other documentation in support of MS4 reporting.

Conduct stormwater infrastructure and erosion and sediment control inspections on construction sites to ensure compliance with approved plans, City codes, and state regulations; document findings and follow up as needed.

Utilize GIS-integrated asset management and inspection software to map, track, and conduct inspections.

Provide outreach, education, and technical assistance to industrial, commercial, and residential customers; communicate with the public providing accurate and courteous information.

Respond to and investigate complex or emergency water quality events, either independently or in coordination with stormwater staff and the Washington State Department of Ecology.

Communicate and coordinate with other municipalities to share information and pursue collaborative regional efforts.

Aid with stormwater training efforts for other staff or community members.

Assist utility and engineering staff in ensuring that stormwater construction and maintenance activities meet City and regulatory standards.

Assist in reviewing development plans for code compliance and adequacy of stormwater design.

Perform other duties as assigned.

The Stormwater Technician is a regular, non-exempt position with a normal work schedule of 40 hours a week.

QUALIFICATION REQUIREMENTS:

Any combination of experience and education which provides the applicant with the level of required knowledge and abilities may be considered. A typical way to obtain the knowledge and abilities would be:

1.Education: High School Diploma or equivalent required. An associates degree or higher in engineering technology, environmental science, civil engineering or a closely related field is preferred.

2. Experience: Two (2) years of Engineering/Environmental Technician or related experience.

3. License: Have a valid drivers license and insurable driving record at time of hire.

4. Certifications/Training:

Obtain the following certifications within six (6) months of employment: First/Aid CPR and Blood Borne Pathogens.

Obtain the following certification within twelve (12) months of employment: Certified Erosion and Sediment Control Lead (CESCL), Confined Space, Trenching and Shoring, Fall Protection, and Fire Extinguisher.

5. Knowledge of:

Principles, practices, and methods of stormwater civil engineering designs as applied in a municipal setting.

Local, state, and federal regulations related to stormwater utility infrastructure.

Regulatory programs, permit implementation, and reporting requirements related to utility infrastructure.

Regulations and best practices for the treatment, control, and discharge of industrial and residential stormwater runoff into public and private storm systems.

6. Ability to:

Monitor, track, and report on regulatory changes and emerging industry trends.

Effectively use GIS integrated software systems for asset management and inspection tracking/reporting.
