Job Title: Human Resources Generalist
FLSA Status: Non-Exempt
Reports To: Human Resources Director
Salary Range: $65,000 - $70,000
Pathways to Housing DC (Pathways DC) is an innovative and nationally recognized nonprofit organization committed to ending homelessness for individuals with serious mental illnesses, co-occurring substance abuse disorders and/or other medical challenges in our Nation's capital. Pathways is one of the originators of “Housing First”, in which services are provided to those in need without conditions and pre-housing requirements such as curfews, mandated sobriety or compliance with medication.
The Human Resource Generalist supports a wide range of HR functions to advance organizational goals and foster a positive, inclusive work environment. This role is especially focused on employee onboarding, engagement, policy compliance, and benefits administration, helping to ensure a seamless and supportive experience for all staff.
The position is based in Washington DC with a Hybrid work schedule. Hybrid work schedules are based on business needs and may require you to work in the office up to four days per week.

Key Responsibilities:
Onboarding & Employee Experience
Design, lead and coordinate a comprehensive onboarding process to ensure new hires are welcomed, informed, and equipped for success.
Collaborate with managers to develop tailored onboarding plans, ensuring alignment with team goals and organizational culture.
Monitor onboarding effectiveness and continuously improve the process based on employee feedback and best practices.
Process onboarding for new hires, including necessary paperwork, benefits administration and 403B program.
Serve as a resource for new employees during their initial months to support engagement and retention.
Employee Relations
Serve as a trusted point of contact for employee questions and concerns.
Promote a respectful and inclusive workplace through fair and consistent HR practices.
Support employee recognition, wellness, and engagement initiatives.
Generating internal documentation such as offer letters, personnel action forms, and performance improvement plans.
Creating employee engagement plans, getting necessary budget approval and initiating activities.
HR Administration & Compliance
Maintain accurate and confidential employee records both physical and in HRIS systems.
Ensure compliance with all applicable labor laws and internal policies.
Support internal audits, reporting, and policy updates.
Oversee all government related tasks for employees, ie: wage garnishments, unemployment, etc.
Handle all workers comp claims.
Support all leave management ie: FMLA, DCFMLA, LOA, etc
Manage PTO policy for all employees onsite.
Oversee all required certifications for all employees.
Benefits Administration
Assist with benefits enrollment, communication, and problem resolution.
Act as a liaison between employees and benefits providers.
Support wellness initiatives and benefits education.
Performance Management & Development
Administer performance review processes and timelines.
Track participation in professional development activities.
Assist in implementing training and learning opportunities.
HR Projects & Initiatives
Contribute to cross-functional HR projects focused on culture, process improvement, and staff development.
Support diversity, equity, and inclusion initiatives across the organization.

Qualifications:
Bachelor’s degree in Human Resources, Business Administration, or related field.
2–4 years of experience in a generalist HR role.
Strong knowledge of HR practices, Federal, local DC, and Maryland State employment laws, and regulations.
Strong organizational skills with the ability to manage multiple priorities effectively.
Exceptional communication skills, both written and verbal.
Excellent problem-solving skills.
Proficiency with HRIS systems, specifically ADP Workforce Now and Microsoft Office Suite.
The ability to maintain confidentiality and manage sensitive information professionally.
The ability to work collaboratively within a team environment.
Preferred Qualifications:
SHRM-CP or PHR certification.
Experience in nonprofit and healthcare optional.
