SALARY: up to $129,051 annually
POSITION SUMMARY:
The City Engineer leads and oversees projects, programs and initiatives within the Engineering Division of the Citys Public Works Department. Areas of responsibility include water and wastewater systems, infrastructure development, land development projects, traffic engineering, stormwater management, permitting, and capital project planning. This role demands strong collaboration with other city departments, external consultants, elected officials, and community stakeholders to ensure the effective planning, design, and execution of public works projects.

SUPERVISION EXERCISED:
Leads a diverse engineering team ranging from entry-level staff to seasoned professional engineers, including oversight of the construction team.
SCHEDULE: Monday Friday 8:00 am 5:00 pm. Hours may vary based on departmental need.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
Designs and reviews engineering plans prepared by consultants for public infrastructure projects, including sewer, water, stormwater, transportation systems, public buildings, traffic signals, and related facilities.
Evaluates and implements innovative construction materials, methods, and engineering solutions to enhance public infrastructure, improve safety, and promote long-term sustainability in Public Works projects.
Reviews infrastructure designs associated with proposed subdivisions within city limits to ensure compliance with municipal standards.
Assesses subdivision plans, rezoning petitions, right-of-way vacations, and provides technical guidance to city departments, external agencies, and the public.
Reviews proposals for city water and sewer service extensions beyond city boundaries for compliance and feasibility.
Serves as or assigns the role of City Traffic Engineer to oversee traffic engineering operations and initiatives.
Oversees the review and issuance of permits related to right-of-way use, including occupancy, driveway connections, sidewalk installations, and excavation work.
Develops and manages the Citys long-range planning documents, including the Storm Water Management Master Plan, Wastewater Facility Capital Plan, Water Facility Capital Plan, and Transportation Master Plan.
Trains, mentors, and evaluates Engineering Division staff; coordinates training programs and addresses performance issues to ensure high-quality service delivery.
NON-ESSENTIAL/MARGINAL FUNCTIONS:
Perform other duties and assume other responsibilities as apparent or as delegated.
Serves or assigns staff on the Transportation Technical Advisory Committee of the Michiana Area Council of Governments.
Serves or assigns staff to represent the city on the Plat Committee of the Area Plan Commission.
EDUCATION / QUALIFICATIONS:

A Bachelors Degree in Civil Engineering or equivalent from an accredited college is required.
A Masters Degree in Civil Engineering, Business Administration, or a related field is preferred.
A minimum of eight years of practice in engineering is required.
KNOWLEDGE, SKILLS, AND ABILITIES PREFERRED
Knowledge of principles and practices of professional civil engineering, engineering administration and construction engineering.
Knowledge of proper construction materials, methods, and workmanship.
Knowledge of engineering design, cost estimating, and related procedures.
Ability to lead, motivate and manage a team, fostering collaboration and good communication to deliver results.
Ability to make sound judgments, deal effectively with subordinates, contractors, elected officials, and the public, and conduct public hearings, meetings, and discussions.
Ability to conduct public hearings, meetings, and discussions.
Ability to clearly explain engineering and construction specifications and to monitor for strict adherence to all restrictions and safety regulations.
Ability to interpret plans, contracts, and specifications.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Drivers License and acceptable driving record.
Registration as a Professional Engineer in Indiana, or the ability to become registered by comity within one year of employment is required.

WORK ENVIRONMENT:
Work is performed in a normal office environment, sitting primarily. On occasion it may be required to research information on different areas / buildings. The noise level in the work environment is usually quiet to moderate in the office. The entire office is smoke free.
