**Position Description**
Join Serco as the ARNG MCTSP Program Manager 2, leading and managing the Army National Guard Mission Command Training Support Program. This high-visibility role will be based out of McLean, VA, with the flexibility of telework and periodic travel to Washington, D.C., to engage with stakeholders. You will serve as the principal point of contact for all program operations, managing strategic planning, execution, customer engagement, and full life cycle program oversight.
This position is contingent upon contract award, budget, and customer approval.
**In this role, you will:**
+ Serve as the lead authority for all technical requirements and deliverables related to the ARNG MCTSP.
+ Exercise corporate-level decision-making to rapidly respond to evolving contract needs.
+ Provide full program oversight, supervision, and management of assigned personnel.
+ Be available during standard working hours and able to engage with stakeholders within 45 minutes of notification.
+ Lead the entire program lifecycle from proposal through execution and contract closeout.
+ Manage program cost, schedule, and technical performance metrics.
+ Cultivate strong customer relationships and identify strategic opportunities.
+ Develop new business through strategic and capture planning, and proposal development.
+ Establish an internal organization aligned to meet customer needs.
+ Direct cross-functional IPTs to deliver on cost, schedule, and technical goals.
+ Present program updates to customers and executive leadership.
+ Oversee contract negotiations, changes, budget approvals, and schedule milestones.
+ Manage technical scope, design concepts, and product integration efforts.
+ Maintain contract compliance and ensure team alignment to project scope.
+ Manage program risk, develop mitigation strategies, and realize opportunities.
+ Utilize Earned Value Management or equivalent methods for budget tracking.
+ Manage resources, suppliers, and government-furnished equipment.
**Qualifications**
**Qualifications**
+ Master’s degree in Management, Business Administration, or related field with at least 8 years of military or professional leadership experience.
+ Minimum 2 years of corporate-level experience managing large-scale programs.
+ At least 3 years of experience managing contracts across multiple functions.
+ Active U.S. DoD Secret clearance and the ability to obtain a TS/SCI clearance.
+ Willing and able to travel up to 50% of the time.
+ Ability to telework with readiness to travel to Washington, D.C., for key engagements.

**Additional desired experience and skills:**
+ Availability to work on-site in McLean, VA at least two days per week.
+ Experience with Army Training management systems.
+ Battalion-level or higher command, operations, or FA57 assignments.
+ Completion of CGSC with ILE/MEL 4, Senior Service College, or equivalent.
+ Experience in Division-level training requirements or equivalent corporate leadership.
+ Minimum of 5 years working within Army MTCs or simulation environments.
