MSFW Outreach Representative (Workforce Development Specialist III)

WHAT YOU WILL DO:

-The Workforce Development Specialist III plays a critical role in helping individuals achieve their employment goals by:

-Connect with and supporting migrant and seasonal farmworkers (MSFWs): You will proactively engage MSFWs in their communities, informing them of available workforce development services and assisting them in accessing these resources.

-Assess needs and guide clients towards employment success: You will conduct client interviews, identify their needs, and develop personalized plans to help them achieve their career goals.

-Advocate for clients: You will assist clients with applications, referrals, and complaint processes, ensuring they receive appropriate support and access to benefits.

-Maintain client records and contribute to program development: You will meticulously document client interactions, assist with materials development, and actively participate in program improvement initiatives.

-Performs complex (journey-level) employment work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

-Effectively disseminate information: You will share knowledge about the full range of workforce development services available to MSFWs, including special and supportive services.

-Conduct robust outreach: You will proactively engage with MSFWs in communities, particularly in areas/offices designated as significant for their MSFW populations and follow up with them to ensure their needs are met.

-Provide on-site assistance: You will offer direct assistance to MSFWs who are unable or unwilling to visit workforce centers, including helping with applications, referrals, complaint preparation, and connecting them with supportive services.

-Adhere to ethical standards: You will maintain professional conduct and avoid engaging in political, unionization, or anti-unionization activities during the performance of your duties.

-Conduct comprehensive client assessments: You will interview clients to gather detailed information about their training needs, education, experience, skills, interests, and other relevant factors to inform their career development opportunities.

-Maintain accurate records: You will ensure meticulous documentation of client interactions, program participation, and progress towards employment goals.

-Contribute to program development: You will assist in creating outreach materials, instructional materials, and training resources for both internal and external clients.

-Promote program understanding: You may present information about employment programs and services to various audiences.

-Embrace a collaborative approach: You will work effectively with other team members and stakeholders to ensure a seamless and supportive experience for MSFWs.

-Perform other duties as assigned.

YOU QUALIFY WITH:

-Three years of full-time experience in gathering information, interviewing, or counseling; instruction, demonstration, and interpretation of policies in a public or private enterprise; direct social work; eligibility determination; customer service; or workforce development issues and programs.

-Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT WITH:

-Knowledge of interviewing procedures and assessment techniques, workforce development programs and protections afforded to MSFWs, English language sufficient to compose correspondence, summarize information, and write case narratives, and processing complaints and related legal procedures.

-Computer skills and use of Excel, PowerPoint, Word, data entry, and other related software applications.

-Ability to relate and communicate with persons from different cultural backgrounds, including in the language spoken by a significant proportion of the MSFW population in the state (Spanish language).

-Are from MSFW backgrounds or have substantial work experience in farmworker activities.

-Ability to maintain a valid driver’s license with reliable transportation and a willingness to be on the road 100%. Able to rent vehicles also being able to apply for company credit card or have available fund for travel pending travel reimbursement.
