POSITION SUMMARY:
Housing Forward is responsible for planning, implementation, and performance management of the homeless rehousing system. The Performance Management Team aims to build the capacity of the homeless services sector by leading efforts to analyze performance data, design improvement strategies, and provide training and technical assistance to service providers.
The Performance Management Specialist will work with the Director of Performance Management in the performance evaluation, technical support, capacity building, and training of homeless service providers within the Dallas and Collin County Continuum of Care (CoC). This position will assist in planning and implementation of a community-wide performance management plan which will include facilitation of workgroups, trainings, and CoC activities and in-depth analysis of program performance data throughout the year.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Under the supervision of the Director of Performance Management, the Performance Management Specialist will:
Community Meetings, Trainings & Events
Coordinate and facilitate relevant groups of individuals with lived experience including the Lived Experience Coalition (LEC) and the Youth Advisory Board (YAB).
Support recruitment and retention of persons with lived experience to participate in activities of the CoC Coordinate, facilitate, and provide staff support to the various meetings and activities of the CoC.
Provide high level staff support for CoC committees and work groups.
Research and analyze best practices that will improve housing programs and the CoC’s homeless response system.
System & Program Performance Evaluation, Capacity Building, & Technical Support
Conduct routine performance analyses for homeless services providers and assist providers in interpreting performance outcomes and designing improvement strategies
Collect and organize information provided by persons with lived experience through focus groups, listening sessions, and other opportunities as they present
Support the planning and implementation of HUD’s annual CoC competition process
Analyze and report on the performance of the homeless services system, projects, and providers.
Maintain familiarity and competency with national best practices related to homeless system components including homeless prevention/diversion, emergency shelter, street outreach, rapid rehousing, and permanent supportive housing.
Support development and maintenance of CoC written standards, policies, and procedures.
Stay current on federal, state, and local homeless program regulations including HUD’s CoC and Emergency Solutions Grants (ESG) program.
Provide Technical Assistance, Capacity Building, and Training to agencies to improve system performance.
Job requirements
KNOWLEDGE AND SKILLS
Strong oral and written communication skills
Results-oriented self-starter with motivational skills
Excellent standards of customer service and professional communication
Training and coaching experience preferred
Experience with federal grants and regulations a plus
Experience with data analysis a plus
Experience with homeless or housing programs preferred
Excellent computer skills with proficiency in Microsoft Office, especially Excel
REQUIREMENTS:
Bachelor’s Degree in Social Work, Human Services, or Public Administration or similar field or 3 years of work experience
Must have reliable transportation, valid state issued driver’s license and car insurance. Please note that travel is required on a limited basis.
WORK SCHEDULE:
Housing Forward considers normal hours of operation Monday – Friday from 8:00am-5:00pm. Some night and weekend meetings might be required to meet the need of partner agencies, property owner schedules or to represent Housing Forward at community meetings.
COMPENSATION:
Housing Forward has a flexible PTO policy for all full-time employees. The office is officially closed on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Day after Thanksgiving, Christmas Eve, & Christmas Day. Housing Forward has MLK Jr., Juneteenth, and Election Day as Days of Service.
