Requires considerable knowledge of sourcing life cycle in order to: Solicits and evaluates proposals, makes recommendations and monitors supplier performance where the need is not customary and the specifications must be developed where none exist (e.g., construction, intellectual property agreements, third-party managed services, solutions-based proposals), works with requestor and/or subject matter experts to establish specifications where products or services have multiple complex attributes and multiple deliverables
Designs and coordinates supplier prequalification tools and methods
Evaluates and makes recommendations concerning proposed exceptions to terms or scope and proposed improvements over what was requested
Provides market research and evaluation of balancing interests to aid in settling contract agreement
Establishes project plan pacing and scope
Identifies, contracts with, and/or works with subject matter experts to properly document need, and project timeline for developing specifications, risks, market strategy, and letting and evaluating opportunity
Determines cost projections and projected spending burn rate and sources for use in cost/benefit analysis, project budget tracking, allotment planning, and acceptance/payment modeling
Assesses projections with requestor and fiscal office; recommends policies, procedures and improvements for sourcing practices
Designs and coordinates potential sources for goods and services; designs sourcing requirements across multiple preference programs and/or subcontractor preference programs
Conducts pre-proposal market interviews
Designs and coordinates competitive request for information processes, evaluates responses and formulates approach to fit needs and constraints
Establishes vendor qualification and performance mechanisms (e.g., prime and subcontractor, prequalification, performance measures, deliverable acceptance) based upon market understanding and capability
Compares similarly situated procurements of other jurisdictions (e.g., contacts other states and political jurisdictions; utilizes computer programs to input or review data, (e.g., Ohio Administrative Knowledge System (OAKS), Ohio Marketplace (OMP), OPI Sytline, DAS Electronic Release and Permit Systems and Ohio Buys
Review’s policies and procedures of procurement section and recommend practical revisions as needed
Attends meetings, training and conferences
May give presentations and conduct training
Responds both verbally and in writing to questions and concerns
Works on special projects and/or committees assigned
30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.
-Or completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
-Or 12 mos. exp. as Sourcing Analyst, 64512.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
