Minimum Qualifications
Acceptable Experience and Education
Bachelor’s degree in Computer Science, Business Administration, or a related field and five (5) years of professional experience in project management of large scale systems or services in an IT environment, at least two (2) years of which was in project staff management; or
Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Preferred Management Professional (PMP) credential for the Project Management Institute.
Possess and maintain recognized current certification, or complete specialized training to ensure up-to-date knowledge of installed upgrades, added modules or other enhancements during course of employment.

Essential Duties
Responsible for the application of systems analysis techniques and procedures, including consults with users to determine hardware, software or system functional specifications;
Designs, develops, documents, analyzes, creates, tests or makes modifications of computer systems, databases, or programs, including prototypes, based on and related to user or system design specifications;
Designs, documents, tests, creates, or makes modifications of computer technologies related or interconnected to operating systems;
As directed:
Coordinates assigned services and activities with those of other divisions, outside agencies, and organizations;
Assists with directing, planning, administering, and evaluating project planning, coordination, communication, and execution;
Involves the management of diverse stakeholder expectations and cross-functional project teams;
Prioritizes, executes, closes, and evaluates projects under their direction;
Consults with mangers or other technical experts in specific areas to obtain clarification or expected results;
Reviews projects to ensure the required training and resources are available;
Identifies project objectives and deliverables;
Selects and uses projects management tools and techniques to accomplish the project goals and objectives;
Collaborates with stakeholder and user department personnel to establish priorities;
Develops and implements plans to communicate with the involved project stakeholders and management;
Identifies project risks which are likely to affect the project and design strategies to manage and mitigate those risks;
Directs the activities of interdisciplinary project teams with participating departments;
Collaborates with consultants, vendors, contractors, and subcontractors in the implementation and deployment of technology projects;
Develops consensus on project schedules and inform management of project progress and potential schedule slippages;
Manages budget expenditures, and analyzes project budget reports to calculate project expenses and identify excessive expenditures;
Examines cost estimates and compares to original budget;
Leads project problem identification and resolution process;
Administers project contracts, reports on contractor performance;
Manages risks and responds to changes in risk over the course of the project;
Evaluates projects to make certain project results meet the intended goal and satisfies quality standards to meet stakeholder’s expectations;
Identifies ways to improve project outcome;
Reviews plans with various technology specialists and subject matter experts;
Attends meetings and provides direction to all team members throughout the project life-cycle;
Identifies and resolves problems, and integrates and reviews schedules;
Maintains clear communication with management, team members, and stakeholders;
Leads discussions to come to consensus and resolves conflicts between team members;
Coaches team members on project methodology and processes;
Develops cost analysis for current and proposed projects;
Oversees development and documentation of information technology strategic goals and objectives provided by departments;
Conducts research and provides analysis to the Department Director and other departments as required for special projects;
Directs personnel assigned to projects as required for project implementation;
Conducts, compiles, and summarizes research, and provides oral and written reports related to project implementation;
Attends and participates in meetings, training and information sessions;
Stays abreast of new trends and innovations in the field;
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Other Important Duties*
Performs such other related duties as may be assigned;
Adheres to all County performance standards as well as departmental Key Performance Indicators (KPI) that measure individual work product;
Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays;
May be required to wear a uniform as per department appearance standards;
Performs the duties of Extended Emergency Support Attendant. This duty will extend beyond standard workday and weekend hours and is on a periodic rotational basis;
Occasional travel;
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

The Project Manager under general direction assists with managing, planning, directing and coordinating the activities of one or more large scale or highly complex projects which may have countywide or multiple department impact through the project’s lifecycle and implementation.
