Minimum Qualifications:
Bachelor's degree in Accounting, Business Administration, Computer Science, Management Information Systems or related field; supplemented by four (4) years of experience in information technology audit or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Preferred: Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA). CISA must be obtained within a year of hire. Must possess and maintain a valid Georgia driver’s license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

The examination will consist of an evaluation of education and experience accomplished by analysis of the application. Purpose of Classification:
The purpose of this classification is that the Senior IT Auditor ensures the security and integrity of Fulton County’s information systems by assessing IT controls, identifying vulnerabilities, and ensuring compliance with industry standards. As the County relies more on digital infrastructure, this role is essential in mitigating risks, strengthening cybersecurity, and safeguarding critical systems from potential threats.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Responsible for ensuring that Fulton County's information technology systems and processes are following industry standards, regulations, and best practices; analyzes and evaluates the effectiveness of IT controls, identifies risks and areas for improvement; provides recommendations to management on how to mitigate those risks; monitors the implementation of corrective actions following audit recommendations.
Works with multiple departments within Fulton County, including IT, finance, and other County operations; works with external auditors to ensure that all regulatory requirements are met; provides advisory services to IT management on governance, risk management, and compliance matters; contributes to the development and implementation of IT risk management and compliance frameworks and methodologies.
Perform IT control reviews, risk assessments, and testing to ensure compliance with local government regulations, best practices, and security policies; assess IT environments, including infrastructure systems such as Windows, Linux, Oracle, and SQL to evaluate security controls and risk mitigation strategies.
Leads analysis of control deficiencies and document complex findings to provide actionable insights for County management; recommend corrective actions and influence management on the sufficiency of remediation measures; exercise judgment and critical thinking to provide independent and objective assessments of IT operations and cybersecurity.
Execute special projects and County initiatives related to IT auditing and governance; clearly and concisely prepare audit reports, presentations, and findings to communicate results to management and stakeholders.
Ensure completion of audit assignments within the designated budget and time constraints; build and maintain strong relationships with County departments and serve as a key audit partner with IT personnel, Internal Audit team members, and external auditors; identify in-scope IT controls for each site and conduct IT control testing activities accordingly.
Assist in the development and implementation of Continuous Monitoring/Computer Assisted Auditing Techniques (CAATs).
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including financial documentation, program rules and guidelines, departmental and program self-surveys, and data forms; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including surveys, mid-year and annual reports, and financial and administrative analysis; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates or uses various equipment and supplies in order to complete work assignments operates and maintains a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
