Unless required by legislation, the selected candidate will begin at Pay Grade 32, Step 1 of the OCSEA union Pay Range Schedule ($29.23 per hour), with an opportunity for pay increase after six months ($30.51) of satisfactory performance and then a yearly raise thereafter

What You'll Do:

Projects/ monitors and/or adjusts allocations of various state, federal, fee, indirect-funded, and other governmental resources for assigned offices and work units requiring use of statistical/quantitative analysis.

Monitors spending patterns to prevent spending deficits and recommends approval/disapproval of proposed expenditures budget revisions and recommends alternative solutions for areas of concern.

Participates in developing the agency’s biennium budget and other budget-related legislation.

Performs projections for cash flow, revenue, expenditure, and staffing as a part of the budget process and monitoring.

Evaluates budget proposals of assigned areas considering the department’s strategic priorities with a focus on efficiency and effectiveness and makes recommendations to supervisor.

Participates in preparation and final submission of the budget to the Office of Budget & Management (OBM).

Assists in problem solving for implementation of new programs and line items.

Completes and enters journal vouchers when expense miscodes are identified.

Ensures funds and appropriations are used in accordance with Ohio law.

Reviews proposed state and federal legislation and policy changes to determine fiscal impact.

Tracks and prepares financial analyses/reports of proposed legislation or policy changes.

Completes special budget/fiscal reports.

Participates on team or individually researches and analyzes data and prepares/reviews projections for program areas or special projects.

The Office of Financial Affairs (OFA) plays a pivotal role in managing the agency's financial operations such as overseeing the biennial operating budget, monitoring expenditures and revenues and ensures the financial integrity of ODH's programs and services.

Position Qualifications:

3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Or

Completion of undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

Or

Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

-Or equivalent of Minimum Class Qualifications for Employment noted above.

Additional Qualifications\:

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria\:

Bachelor's in accounting, public finance, public administration or business administration.

Experience in creating and implementing operating budgets.

Experience utilizing excel to create financial reports.

Experience advising agency executives on budgetary / fiscal matters.
