Macdonald & Company is pleased to be exclusively retained by a leading senior living developer and operator to find and appoint a Vice President of Development, based in their Houston office.
OVERVIEW:
The VP of Development is responsible for the complete execution of all aspects of assigned new development projects as well as existing facility renovation projects.
ESSENTIAL FUNCTIONS:
Due Diligence & Entitlement Phase
Visit site and assess site conditions, advise Executive Vice President of Development and Executive Vice President of Acquisitions of any site conditions, which could affect design, costs, or schedule.
Visit key local competitors and become familiar with competing projects, unit mix and pricing.
Establish the initial budget, schedule with input from EVPD or EVPA, and coordinate with the Underwriting team.
Work with Acquisitions to establish a cohesive project team to include local civil engineer, land planner, zoning attorney, and other consultants, as needed.
Research all local impact fees and investigate the potential to negotiate reduced fees.
Work with civil engineer and/or zoning attorney and Acquisitions to develop a zoning strategy
Assist EVP and VP of Architecture in selecting and contracting with a design team
With the assistance of the civil engineer and/or zoning attorney meet local officials and ascertain local issues that could affect approval process.
With the assistance of Acquisitions expedite zoning approval and permitting processes, represent company at community outreach events, zoning hearings, and City Council meetings.
Meet with state licensing officials, company operations, and design team to determine if there are state licensing regulations, which could affect cost, schedule or marketability.
Meet with local building officials and design team to determine if there are any local code amendments, which could affect cost.
Review all due diligence reports for any problems that could affect the cost, schedule, or marketability.
Update budget and schedule to reflect impacts of specific site conditions uncovered during due diligence including detention requirements, easements, utility modifications, wetlands, etc.
Assist in assembling documentation required for land closing.
Schematic and Design Development Phase
Oversee the design documentation phases to ensure the schedule is maintained, the project remains in budget, and meets company standards
Collaborate with the Marketing team to establish an optimal location for the Marketing Information Center and project signage
Maintain budget and schedule to reflect all design deviations dictated by site or local regulations.
Meet with local and state officials, EVP, and the design team to review design and negotiate solutions to any code issues, and secure all permits.
Bidding and Negotiating Phase
Assist in pre-qualifying, interviewing, and selecting local contractors.
Assist in managing the bidding process and conducting pre-bid conferences.
Review all bids with the EVP and assist in negotiating the contract.
Review the General Contractor’s initial budget and schedule.
Update budget and schedule to reflect contract.
Purchasing Phase
Issue all Purchase Orders and Contracts for all Owner Furnished Material and all Owner Direct Contracts using national vendors and unit pricing negotiated by VPC.
Coordinate delivery of all Owner Furnished Material and all Owner Direct Contracts with General Contractor.
Solicit bids and negotiate all local utility contracts and easements including cable TV, electrical and gas service and telephone equipment.
Solicit bids and negotiate local landscaping contract.
Construction Phase
Attend OAC meetings and provide strategic oversight throughout the construction process to ensure alignment with project goals, budget, and schedule.
Review and approve all design invoices. If above approval level initial and send to EVPD for approval.
Manage cost control and reporting systems including all Communiques, Bulletins, Bulletin Logs, RFP’s, Change Orders, and Budget Updates.
Review and negotiate all change orders. Initial and send to EVPD for approval.
Manage regularly scheduled on-site project meetings with contractors and design team. Issue meeting notes summarizing decisions and all action items or require GC to do so.
Ensure that state regulatory notices are sent by Operations on a timely basis and attend all state inspections and all meetings with the state to discuss design issues.
Produce monthly Project Report including a Budget Update showing projected final costs for all items, a Schedule Update reflecting all schedule changes, a communique log, a Bulletins Log, an RFP log, a Change Order log, and a description of any unresolved issues. Present report to EVPD, copy President and CEO.
Manage punch list process through completion, and any warranty issues that arise during the punch list completion
Coordinate turnover of project to Operations and assist with move in
Other Duties
Special projects and other duties as assigned
Actively communicate health and safety information to employees and participate in accident, injury and illness prevention activities.
REQUIREMENTS:
Bachelor’s degree in related field
7+ years of experience in Real Estate Development, Finance, Architecture, Engineering or another related field
Ability to collaborate successfully with consultants, vendors, co-workers and upper-level management
Excellent computer skills in a Microsoft Windows environment including Word, Excel and Project; demonstrated skills in database management and record keeping
Effective oral and written communication skills
Evidence of the practice of a high level of confidentiality
Excellent organizational skills and attention to details
