Job Summary

The Accounting Manager reports directly to the Deputy Clerk of the RE & TS Division and supports the Director. The Manager is responsible for the development of policies and procedures concerning all CCCO matters involving the services performed by the Finance Office, Front-Line Cashiers, and Accounting Operations Units and other matters. The Accounting Manager oversees staff that is responsible for the collection of funds associated with over-the-counter purchases, redemption of outstanding/delinquent property taxes, and the payout to tax buyers for redeemed taxes. The Accounting Manager ensures the processing of tax redemption transactions, balancing the cash registers, daily processing of tax redemption information and records, verifying tax bills and providing appropriate customer assistance is performed by the Clerks in an efficient, accurate and timely manner. This position utilizes the iASWorld (Tyler) database for research, data entry of tax sale data, and validation of tax redemption payment information. The Accounting Manager interacts with taxpayers, tax buyers, other county agencies, and municipal staff in the processing, handling, and understanding of tax redemptions. In addition, intake, research, processing, and fulfillment of all customer requests regarding Clerk records and information (via all submission platforms, including, but not limited to, in-office, mail, online, third-party submissions and more) related to the statutory duties of the CCCO for tax sale services. The Accounting Manager is also responsible for ensuring that all redemption payments are processed accurately and are legally compliant, which involves a thorough knowledge of all applicable statutes, ordinances, regulations, and other pertinent rules governing the Clerk’s duties under Illinois law. This position manages, trains, and supports Finance Office, Cashier, and Accounting Operation Clerks to ensure that exceptional customer service and proper procedures are always adhered to. Additionally, the Manager collaborates with other Executive Staff to ensure communications, purchasing, technology, legal and employment matters are resolved ethically, efficiently, and accurately.

Essential Job Duties

Oversees the performance of accounting functions to support the revenue reporting function of the Real Estate and Tax Services Division.

Develops policies and procedures concerning the services performed by the Finance Office, Front-Line Cashiers, and Accounting Operations units within the Real Estate and Tax Services Division.

Oversees staff that is responsible for the collection of funds associated with over-the-counter purchases, redemption of outstanding/delinquent property taxes, and the payout to tax buyers for redeemed taxes.

Ensures the processing of tax redemption transactions, balancing the cash registers, daily processing of tax redemption information and records, verifying tax bills and providing appropriate customer assistance by the appropriate RE&TS staff.

Ensures that all work is performed by the staff in an efficient, accurate and timely manner.

Interacts with taxpayers, tax buyers, other county agencies, and municipal staff in the processing, handling, and understanding of tax redemptions.

Responsible for ensuring that all redemption payments are processed accurately and are compliant with applicable laws, rules and regulations.

Performs intake, research, processing, and fulfillment of all customer requests regarding Clerk records and information pertaining to the RE&TS Division

Manages, trains, and supports Finance Office, Cashier, and Accounting Operation Clerks to ensure that exceptional customer service and proper procedures are always followed.

Serve as a liaison and subject matter expert for special projects regarding new technology and any new technological initiatives which impact over-the-counter services and accounting operations.

Serve as the subject matter liaison to all other governmental agencies on behalf of CCCO as it pertains to the collection and payout of redeemed taxes, internally and externally.

Monitor, review, recommend and ensure proper staffing levels within the Finance Office, Frontline Cashiers, and Accounting Operations Units.

Resolve all escalated customer service needs related to the purchasing of documents and the redemption of delinquent taxes.

Reviews of all Monthly Account Reconciliations for Chase Bank Accounts.

Recommend Adjusting Journal Entries.

Prepares Monthly and Annual Financial Statements.

Participates in Month End Closing, Year End Closing, Annual Audit, and Mid-year Financial Review.

Manage employee attendance, track and approve time off requests to ensure operational needs are met.

Complete employee performance evaluations consistent with CCCO Policy.

Minimum Qualifications

Possession of Bachelor’s degree in Accounting, Taxation, Finance or Business Administration from an accredited college or university.

Three (3) years of work experience in accounting.

Proficient in the Great Plains or similar type of accounting software.

Proficient in Microsoft Office 365.

Preferred Qualifications

Possession of Master’s degree in Accounting, Taxation, Finance or Business Administration from an accredited college or university.

Possession of a CPA designation.

Experience with the Illinois property tax system and/or tax sales under the Illinois Property Tax Code.

Experience with customer service.

Knowledge, Skills and Abilities

Familiarity with Cook County taxing districts, tax codes, property identification numbers and tax maps.

Knowledge of ordinances, regulations, and statutes which govern tax redemptions and accounting operations.

Knowledge of financial accounting, accounts payable, accounts receivable, and the issuance of 1099 forms.

Knowledge of GAAP and GAAS.

Excellent verbal and written communication skills.

Ability to be self-directed, innovative and have a positive disposition.

Ability to demonstrate keen diligence, accuracy and precision.

Excellent analytical skills and the ability to solve issues as they arise.

Excellent research skills capable of analyzing large sets of data related to a single or multiple issues simultaneously.

Ability to work independently or as a member of a team.

Ability to research, process and prepare property tax records and respond to records requests.

Physical Requirements

Standing and walking for moderate periods of time

Ability to lift 10 lbs and carry, push, pull, or otherwise move objects.

Long periods of time working on computer, requiring vision and typing capabilities.

Long periods of sedentary work, including sitting for extended periods.
