Salary Range: $77,228- $113,402 (+10 - $20/hour in benefits)

Job Description

General Statement of Duties:

This is a responsible and professional position with lower-level managerial responsibilities

Perform professional work which involves the application of civil engineering, surveying, Geographical Information Systems (GIS), or project management to the design, oversight, and construction of public works projects

Work is performed under the general direction of applicable professional staff and is subject to review upon completion

Assignments are usually broad in scope with the opportunity for the use of professional judgment

Application of sound technical principles, practices, and judgment at various levels of project design and construction

Work must be performed in accordance with applicable laws, codes, and regulations

This position is responsible for the direction of work and manner of accomplishment of assigned personnel

This is a professional engineering track position

This position reports to the Department Head, Assistant Department Head, or their designee

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a related field as deemed acceptable by the Department Head

At least four (4) years of civil engineering experience or an equivalent combination of education, experience, and/or training as deemed acceptable by the Department Head

Must possess a valid State of Ohio Driver's License at all times

Preferred Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering

Passing score on Fundamentals of Engineering (FE) Exam

Possession of a license issued by the State of Ohio to practice as a registered Professional Engineer

Required Knowledge, Skills, and Abilities:

Thorough knowledge of the principles and practices of civil engineering, surveying, GIS, project management, or any combination of the above as needed by the department

Thorough ability to utilize a variety of computer software, including, but not limited to AutoCAD Civil 3D, ESRI, Microsoft PowerPoint, Word, and Excel, and water modeling software

Knowledge of construction materials, methods, and safety standards as related to engineering design, construction, and related standards and specifications

Ability to plan projects and prepare related designs, estimates, and specifications

Skill in the use of engineering and surveying instruments and equipment

Ability to prepare technical and administrative reports

Ability to analyze situations and develop workable solutions

Ability to effectively communicate and present ideas verbally and in writing

Ability to establish and maintain effective working relationships as appropriate with elected officials, department heads, city employees, other agencies, the development, engineering, and construction community, the general public, etc.

Ability to effectively supervise assigned personnel

Proactive training and continuing professional development

Examples of Work:

Assist the Department Head, Assistant Department Head, or their assigned designee in developing, implementing, supervising, and managing various public works projects

Conduct preliminary studies and prepare designs for public works improvements related to water distribution

Develop scopes, specifications, estimates, and standards for public works projects

Prepare loan and grant applications

Create CAD drawings

Operate survey equipment including GIS devices

Consult with developers, architects, engineers, contractors, and others regarding proposed developments, associated utilities, and applicable permits and regulations

Advise and answer technical questions regarding various projects

Review and approve construction plans and specifications prepared by consulting engineers, the Ohio Department of Transportation, and others for the City

Ensure that plans are in compliance with applicable City codes, specifications, and other requirements

Assist engineering personnel in the design of a variety of public works projects

Assist in the inspection and oversight of public works construction projects

Review project plans, construction specifications, material testing requirements, safety standards, shop drawings, quantity measurements, change orders, etc. with inspectors

Review pay requests from contractors and consultants and process accordingly

Identify problems and potential problems, and recommend solutions to senior management as necessary

Prepare and maintain records and reports delineating the activities of the department

Keep abreast of professional developments in the field of civil engineering by reading and studying journals and trade magazines, affiliation with local professional or trade organizations, and attendance to professional or trade workshops and conferences

Coordinate efforts as needed with various departments, agencies, representatives, and the general public

Supervise assigned staff activities on a daily basis

Train employees as appropriate

Prepare and maintain accurate records and reports

Confer with others and give engineering advice on a wide variety of public works improvements

Attend meetings concerning engineering problems and public works projects and related issues

Testing Information

SHOULD TEN OR FEWER QUALIFIED APPLICATION BE RECEIVED, AN EXAMINATION MAY NOT BE REQUIRED UNLESS TESTING IN NEEDED TO MERGE APPLICANTS ONTO AN EXISTING LIST. NAMES WILL BE PLACED ON AN ELIGIBILITY LIST IN ACCORADANCE WITH THEIR APPLICATION FILING DATE. SHOULD MORE THAN TEN QUALIFIED APPLICANTS REGISTER FOR THIS EXAMINATION THOSE APPLICANTS WILL BE NOTIFIED OF THE FORMAT, LOCATION, DATE, AND TIME OF THE EXAMINATION.

RATING

Your name will be placed on a list of eligible candidates upon receiving a passing score. Once the list has been established, your name will remain on the list for a period of one (1) year.

REPEATING AN EXAM

Per OAC Rule 123: 1-9-01, an applicant who has competed in a civil service examination cannot repeat that examination or take an examination for the same classification within FOUR MONTHS from the date of original examination, unless an alternative form of examination is given, or unless other standards are specified in the examination announcement.

IMPORTANT NOTICE TO VETERANS

As provided in ORC 124.23C, any person who has completed service in the uniformed services, who have been honorably discharged from the uniformed services or transferred to the reserve with evidence of satisfactory service, and who is an Ohio resident and any member of a reserve component of the armed forces of the United States, including the Ohio National Guard, who has completed more than 180 days of active duty service pursuant to an executive order of the President of the United States or an act of Congress of the United States may file with the director a certificate of service or honorable discharge (DD-214 – Long version), and upon this filing, the person shall receive an additional credit of twenty percent (20%) of the person’s total grade given in the examination in which the person receives a passing grade.

A member in good standing of a reserve component of the armed forces of the United States, including the Ohio National Guard, who successfully completes the member’s initial entry-level training shall receive a credit of fifteen percent (15%) of the person’s total grade given in the examination in which the person receives a passing grade.
