Description

The Johnston County Tax Administration office has an immediate opening for a full-time Deputy Tax Collector.

An employee in this class is responsible for taking the necessary steps to collect property taxes for the County and to account for money collected in accordance with State law governing those activities. Considerable judgment and initiative are required. Tact is necessary in working with property owners and their representatives. Work is performed under the supervision of the Tax Collections Supervisor and is evaluated by the effectiveness of the program as indicated by annual reports, collection records, annual audits, and reports on the operation of the function.

Duties and Responsibilities

Plans and organizes work and determines work priorities for collecting taxes on real and personal property.

Intervenes and handles difficult situations with angry tax payers.

Interprets laws related to collection; explains procedures and legal requirements.

Coordinates and participates in garnishments, attachments, bankruptcies, foreclosures, levies, or other procedures to enforce collections with the County Attorney; approves actions; helps Tax Clerks and Assistants resolve situations using problem solving approach.

Makes field visits to taxpayers to collect and explain tax collection processes and practices.

Identifies unlisted taxable property; provides information for taxes to be billed and collected.

Attends conferences and meetings; keeps informed of changes in law and practices.

Determines the method of collection necessary to collect delinquent taxes.

Assists Tax Collections Supervisor with the office operations as requested and required.

Knowledge, Skills and Abilities

Considerable knowledge of laws relating to the collection of current and delinquent taxes.

Considerable knowledge of the policies and procedures required of a tax collection function.

Considerable knowledge of methods and approaches to uncovering unlisted property.

Ability to coordinate and participate in the collection of taxes and related work.

Ability to communicate effectively in oral and written forms.

Ability to handle the public courteously and tactfully.

Ability to develop and maintain effective working relationships with County officials, other department, employees, and the general public.

Ability to interpret and explain laws, rules, and regulations.

Ability to handle sensitive and controversial situations.

Ability to maintains and keep accurate tax, accounting, and collection records.

Desired Education and Experience

Graduation from a two year college or university with a degree in business, accounting, or related field, supplemented by a course in tax collection and considerable experience in tax collection; or an equivalent combination of education and experience.
