The Public Service Manager 1 overseeing the Data, Reporting and Program Support Section will be an integral member of the Bureau of Nutrition and Health Services team.

Your Responsibilities:

Provide leadership to Bureau staff assigned to the Data, Reporting and Program Support Section.

Provide oversight of programs that support Child Nutrition Programs including procurement, USDA Foods, data system operations, Farm to Child Nutrition Programs.

Complete federal reporting. Ensure accurate data is collected and reported.

Ensure secure data collection, transfer and storage of program data in the bureau.

Interpret, monitor, and enforce federal and state law, complex regulations, and policies to oversee compliance.

Oversee the development of internal Standard Operating Procedures and Policies for enhanced coordination and consistency among internal bureau staff in the implementation of USDA and Iowa rules and regulations.

Provide general oversight of section staff members assigned to ensuring the bureau data system is operating effectively, testing and implementing enhancements and communicating with the data system vendor. Oversee contracts and payments.

DESIRABLE (OR) REQUIRED QUALIFICATIONS:

Ability to keep multiple projects moving forward at the same time and meeting deadlines;

Experience being detail-oriented with ability to apply established procedures and requirements into practice with speed and accuracy;

Willing to travel and willingness to remain out of home location overnight on occasion as the job requires (primarily in-state travel);

Proficiency with office software applications, e.g. word processing, spreadsheets, Microsoft access and ability to learn other custom software applications including web-based systems;

Experience in government regulation implementation;

Experience working with USDA Child Nutrition Programs preferred.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is

also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
