Under general supervision, this position is a front-line provider of services and is responsible for performing a variety of semi-skilled and skilled tasks in the maintenance and repair of the Town’s traffic control devices and equipment.

*This position performs duties deemed to be safety sensitive. Employees holding this position participate in pre-employment and random drug testing under Town’s policies*

Maintains the Town’s signs, lighting, and pavement markings; installs and repairs street signs, waterborne and thermoplastic pavement markings, outdoor area lighting, and RRFBs.

Places and removes barricades, cones, and other traffic control and safety devices in and around work areas for construction and maintenance projects in accordance with traffic regulation requirements.

Provides the Traffic Operations Superintendent with status reports and advises on projects and tasks related/assigned to the Traffic Services Division.

Services and maintains assigned equipment and makes minor mechanical adjustments and repairs on related equipment such as checking/servicing fuel, oil, and coolant levels; tire pressure and general appearance; takes necessary steps to bring equipment up to operating standards; prepares and maintains usage records.

Installs, removes, and services equipment and tools designated for use by the Traffic Services Division in coordination with various Town programs and outside agencies.

Participates in the Town’s snow mitigation efforts on all snow events; operates single axle and tandem dump trucks with plows.

Responds to natural and man-made disasters by performing traffic maintenance duties as required.

Assists the Utility Locate Program in the location of underground traffic and drainage facilities.

Assists Traffic Signal Technicians in the repair and maintenance of traffic signals, signal luminaires and illuminated street name signs as necessary.

Complies with and ensures compliance with all Town and Departmental values, policies, procedures, and philosophies.

Performs other related duties as assigned.

The following non-exhaustive list of additional Essential Duties and Responsibilities may be performed by positions within the Traffic Technician Series:

Traffic Technician II:

Provides in-field guidance to small work teams.

Assists Traffic Technician III on more complex tasks.

Monitors supply inventories and notifies supervisors to maintain adequate levels to meet operational needs.

Ability to use asset management software program to open and close service tickets.

Ability to maintain and operate grinding and striping equipment.

Traffic Technician III:

Understands budget to manage sign and pavement marking inventories to maintain supply levels to adequately meet operational needs and communicate orders with supervisor.

Ability to lead large scale projects and understand standards set forth by MUTCD for basic layouts when striping and installing signs.

Identifies Town facilities requiring maintenance or repair of traffic control.

Ability to use asset management system to add or delete assets as well as create service requests.

Minimum Qualifications

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.

Technician I/II/III

18 years of age or older, with a high school diploma or GED equivalent.

Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

Employees within the Traffic Technician position series are eligible to participate in a self-initiated progression program for promotional advancement through technician levels. Below are the distinguishing characteristics for each level:

Technician I:

This is an entry-level position within the Traffic Division’s technician series. This position is distinguished from the Technician II by the performance of limited and routine tasks and duties assigned. Technician I is typically utilized as a training platform for employees having only limited or no related work experience.

This level requires knowledge and competent demonstration of the following within 6 (six) months of hire: Ability to drive and operate all Traffic Division equipment/vehicles, fundamental knowledge of and ability to perform traffic maintenance duties, and the ability to communicate effectively.

This level requires the following certifications to be obtained within one (1) year of hire: IMSA Work Zone Safety and Signs and Markings Level I, IS-100, and IS-200.

This level requires knowledge and competent demonstration of the following within one (1) year of hire: Ability to drive and operate the crash truck, forklift, bucket truck, and vehicles requiring CDL.

This level requires the following certifications/licenses to be obtained withing twelve (12) months of hire: ATTSA Flagger, and a Class B Commercial Driver’s License with air brake and tanker endorsements.

Technician II:

This is a mid-level position within the Traffic Division’s technician series. This position is distinguished from Technician I by the performance of the full range of tasks and duties assigned. The Technician II receives only occasional instruction or assistance and is fully aware of the operating procedures and policies associated with the Division. Movement to/or placement in a Technician II role presumes all requirements of a Technician I (or the equivalent) have been met.

This level requires one (1) year of experience as a Traffic Technician I for the Town of Parker, or two (2) years of equivalent experience outside the Town of Parker.

This level requires knowledge and competent demonstration of the following: Using electronic underground locating equipment, independently installing a traffic sign, applying street and thermoplastic pavement markings, troubleshooting and addressing simple traffic signal and lighting issues; basic knowledge of using asset management software, locating Town utilities for signals and storm sewer; towing, setting up, and deploying VMBs; basic knowledge of the Manual of Uniform Traffic Control Devices (MUTCD), and determining the appropriate use of traffic control devices.

This level requires the following certifications to be obtained within one (1) year of hire: IMSA Signs and Markings Level II, IS-700, and IS-800.

This level requires the following certifications to be obtained when eligible as coursework and testing are made available: IMSA Traffic Signal Level I.

Technician III:

This is an upper-level position within the Traffic Division’s technician series. This position is distinguished from Technician II by years of experience, additional licenses and certifications, performance of the full range of tasks and duties assigned. The Technician III receives limited instruction or assistance and is fully aware of the operating procedures and policies associated with the Division. Movement to/or placement in a Technician III role presumes all requirements of a Technician II (or the equivalent) have been met.

This level requires three (3) years of experience as a Traffic Technician for the Town with two (2) years as a Traffic Technician II, or five (5) years of equivalent experience outside the Town of Parker.

This level requires knowledge and competent demonstration of the following: Knowledge of laying out and applying street markings according to the MUTCD Standards, installing and maintaining RRFBs, maintaining and operating striping equipment, full knowledge of using asset management software; independently identifying signage needing replacement and/or upgrade and completing related work; extensive knowledge of the Manual of Uniform Traffic Control Devices (MUTCD); ability to contact vendors to order supplies for inventory, designing and deploying traffic control for various applications on Town streets for projects which include lane closures, shoulder closures, and moving operations.

This level requires the following certifications to be obtained within one (1) year of hire: IMSA Signs Senior Technician III, IMSA Pavement Marking Senior Technician III.

This level requires the following certifications be obtained when eligible as coursework and testing are made available: IMSA Roadway Lighting Level I.

Employment Standards

The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge of equipment, materials, techniques, and supplies used in the maintenance of street signs, pavement markings, traffic signals, street lighting, and other electrical equipment.

Knowledge of equipment, materials, techniques, and supplies used in the field location of underground infrastructure.

Skill in following verbal and written instructions and effectively communicating with other agencies and organizations in both verbal and written form.

Skill in utilizing computer software programs to generate reports.

Skill in reading and interpreting basic plans.

Ability to work with small work teams and foster an atmosphere of cooperative teamwork.

Ability to coordinate activities with other departments, agencies, organizations, and individuals.

Ability to perform a responder role within NIMS/Incident Command System.

Ability to identify and implement risk management techniques to reduce exposure to injury, damage, and liability.

Ability to occasionally be on-call and carry a pager to respond to emergency calls after hours; work irregular hours, weekends, evenings, or holidays in emergency situations.

Ability to pass a pre-employment background check.

Hiring range: $23.79-$27.96

Full salary range: $23.79-$32.12

Technician II:

Hiring range: $25.70-$30.20

Full salary range: $25.70-$34.69

Technician III:

Hiring range: $27.18-$32.61

Full salary range: $27.18-$38.05

Hiring Timeline:

Tools & Equipment

Requires the frequent use of hand, electric, and gas-operated tools and equipment used in the maintenance and repair, and installation of traffic signs, pavement marking equipment, and traffic signals; computer software and the operation of various trucks (pick-ups, lift/bucket trucks, crash trucks, snowplow, crane).

Physical Demands

Requires regular sitting, standing, walking, talking, handling, feeling or operating objects, stooping, kneeling, crouching, or crawling. Requires frequently reaching with hands and arms, climbing and balancing. Requires moderate physical activity with heavy lifting, up to fifty (50) pounds. Employee must communicate clearly and effectively; must understand and be understood. Must be able to frequently engage in ordinary or telephone conversations with speech and hearing.

Employee must be able to consistently see with near and far acuity, depth perception, and field vision. Specific vision abilities required by this job include close and distance vision acuity, night vision, peripheral vision, depth perception and the ability to adjust focus, allowing a broad field of vision. The employee must be able to determine the full visual color spectrum.

Environment

While performing the duties of this job, the employee frequently works in outside conditions. The employee is occasionally exposed to wet and humid conditions, hot and/or cold conditions, or airborne particles. The employee occasionally works near moving mechanical parts; in high, precarious places. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.

The employee will encounter vehicular traffic, fumes, odors, dust, mist, smoke, gases, and poor ventilation. The employee will occasionally work with hazards such as mechanical, electrical, or burns. The employee will regularly work at heights up to forty (40) feet in a bucket or platform lift device. Must be comfortable working adjacent to moving vehicular traffic.
