Title: Application Services Manager Division: Salary: Information Systems and Services Grade E15 ($126,786.49 -$157,044.92*) *Top rate as of 4% salary increases effective on 7/1/2025 Shift: Exempt Position Civil Service Classification: Exempt The Peabody Municipal Light Plant (PMLP) is the mission-driven, community-owned public power company that has been keeping the lights on for over 130 years.

PMLP always provides safe, reliable electricity and high-quality service to its customers at the lowest possible rates.

Today, more than 70 employees work together to provide 24/7 service to 27,000 customers across Peabody and South Lynnfield.

Some computer-based positions qualify for a hybrid remote work arrangement up to 1-2 days per week, subject to operational needs and ongoing review.

A hybrid work arrangement may be modified or revoked at any time to meet organizational requirements.

OBJECTIVE: Provide day-to-day leadership to the Application Services team within the Information Systems and Services (ISS) Division and strengthen the team's ability to effectively deliver and support digital capabilities across the organization.

Report directly to the Director of ISS, supervise two application analysts, and collaborate closely with the IT Operations team and other departments.

Manage a broad ecosystem of enterprise applications which support utility operations including the billing/customer information system (CIS), financial information system (FIS), geographic information system (GIS), company websites, online forms, business intelligence and reporting tools, work management solutions, mass notification service, system integrations, and other internal tools.

Lead and develop stakeholder engagement, business analysis, and change management practices conducted by the team.

Ensure that the business solutions supporting internal teams and external customers are secure, reliable, and aligned with PMLP's organizational goals.

DUTIES: Application Oversight: Manage the lifecycle of and support for various software systems and information solutions.

Collaborate on quality assurance and testing plans to ensure the quality, reliability, and overall health of applications, scripts, and business processes.

Oversee application-related requests and issues.

Report on product/service demand, planned work, project status, and issues.

Business Improvement: Engage stakeholders to understand requirements, model business processes, and identify opportunities to improve the business environment.

Lead system design activities and make implementation recommendations.

Staff Development: Maintain qualified staff and communicate areas of accountability and performance expectations.

Plan, coordinate, assign, and review work.

Identify opportunities for professional development.

Strategic and Operational Support: Assist the Director of Information Systems and Services with a range of planning and management functions, including summary documents, cost/benefit analysis, strategic planning, project management, vendor relations, procurement, asset management, capacity planning, status reports, performance evaluations, policy enforcement, annual action plan budgets, and ongoing compliance to State, Local, and Consortium (NERC, ISO) requirements.

Perform other duties as assigned to maintain the successful operation of PMLP.

QUALIFICATIONS: A minimum of five (5) years of experience managing information systems, with a proven ability to enhance technology solutions and the processes used to deliver and manage them.

A preferred minimum of at least three (3) years of direct supervisory experience, demonstrating the ability to lead and develop teams of people effectively.

A proven record leading technical teams, managing stakeholder interests, delivering projects on time, and operating within set budgets.

Excellent written and oral communication skills, as well as the ability to present complex technological concepts and projects in an understandable, non-technical way.

Detail-oriented and thorough forward planner that can maintain sound judgment, initiative, and flexibility.

Must maintain a valid driver's license.

Able to exert moderate physical effort to support technological equipment in addition to kneeling, crouching, stooping, crawling, push/pulling, and carrying objects and materials up to 50 pounds.

Experience at a utility company managing Microsoft 365 solutions, SharePoint Online, Power Bl, and Esri ArcGIS solutions is a bonus.
