POSITION SUMMARY:
The Homeless Management Information System (HMIS) Administrator of Data Quality helps to ensure that the data available for ending homelessness in Dallas and Collin counties is accurate and complete and that data is accessible for use in strategic decision-making to improve system performance. This role manages the technical aspects of the day-to-day operations of HMIS and works closely with homeless providers to monitor data quality and adherence to HMIS policies and procedures.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Under the supervision of the HMIS Manager, The HMIS Administrator will:
Perform System Administration Responsibilities:
Facilitate weekly, monthly, and quarterly in-person and virtual training and technical assistance as the Subject Matter Expert.
Record and edit training and technical assistance videos for HMIS homeless providers use.
Provide technical assistance to homeless providers needing additional support to meet community goals.
Work directly with the homeless provider Housing Forward’s staff, and the HMIS software vendor to ensure authorized access to client information, correct set up of projects in HMIS, accessibility of the HMIS software, software performance, and adherence to CoC privacy and security policies within the software.
Maintain system functionality by testing database components and working with vendors regarding HUD system compliance and updates.
Receive, manage, triage, and resolve technical HMIS issues submitted through the CoC’s Spiceworks Help Desk ticketing system.
Support establishing, maintaining, and monitoring HMIS policies and procedures.
Identify training needs and jointly implement the curriculum with Housing Forward’s training team.
Assist with required reporting for federal, state, and locally funded providers and programs as needed.
Attend community meetings, workshops, and seminars related to HMIS and homeless issues as required.
Maintain up-to-date knowledge of databases and HUD HMIS Data Standards and community standards.
Performance Data Quality Management Responsibilities:
Monitor data quality in accordance with CoC established Data Quality Management Plan.
Perform data integrity maintenance, reviewing data for accuracy and completeness.
Work with homeless providers to identify and resolve data quality issues.
Job requirements
KNOWLEDGE AND SKILLS:
3-5 years of experience in system administration, training and development, technical assistance, and project management. Direct experience of HMIS and HUD Data Standards is preferred.
Experience with ClientTrack, HMIS, and or web technologies is preferred.
Familiarity and competency with HUD HMIS Data Standards or other state or federal regulations is preferred.
Proficient in Microsoft office i.e. Word, PowerPoint and Outlook.
Advanced Excel skills – Ability to develop complex spreadsheets, create and modify pivot tables, use advanced formulas, and perform data validation.
Excellent computer skills with attention to data details.
Excellent written, oral communication, and listening skills with all levels of management, staff, and external clients, especially those who are not well versed with computers and technology.
Strong customer service skills and ability to positively diffuse user frustration.
WORK SCHEDULE:
Housing Forward considers normal hours of operation Monday – Friday from 8:00am-5:00pm. Some night and weekend meetings might be required to meet the need of partner agencies or to represent Housing Forward at community meetings.
Employees are able to work both remotely and in the office. Current Housing Forward guidelines state that employees must work at least 3 days per week in the office, but this is subject to change.
REQUIREMENTS:
Must have reliable transportation, valid state issued driver’s license and car insurance. Please note that travel is required on a limited basis.
Must be flexible to work at different sites as scheduled.
Limited requirements, must be able to lift objects that weigh up to 25 lbs.
COMPENSATION:
The salary for this position is 61,280.00 to 72,000.00
Housing Forward has a flexible PTO policy for all full-time employees. The office is officially closed on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Day after Thanksgiving, Christmas Eve, & Christmas Day. Housing Forward has MLK Jr., Juneteenth, and Election Day as Days of Service.
