The purpose of this position is to support The PHNSY Detachment in Guam as the Virginia Class Planning Yard On-Site Representative.
This position is located on Guam Naval Base, Guam. There will not be any relocation expenses reimbursed for this position. Interested candidates should do adequate research to understand the location and if this move will fit their desired life style. The candidate will be expected to spend time in PHNSY to undergo offsite training (1-4 months).
Due to the remote location, his position requires the candidate to have excellent communication skills at all levels of management, both with internal and external customers. The ability to work independently to provide exceptional customer focus and support, with limited onsite resources is a necessity.
Responsibilities will include:
Assist the Shipyard, Squadron, SHAPEC and AIT personnel at PHNSY Det. Guam with respect to VIRGINIA Class design products (drawings, ERs, DFSs, LARs, ShipAlts). Provide technical assistance to resolve issues understanding the contents of these VIRGINIA Class design products. Also provide documents (up to and including U-NNPI) to them if they do not have access to ATIS or CITIS. OSRs do not have Technical Authority to respond to LARs, disposition ERs, or other TVD.
Facilitate and coordinate training on VIRGINIA Class systems, components, and Block (flight) changes.
Maintain situational awareness of PHNSY Det. Guam, Squadron, Tenders, and each Project by attending daily Project and Repair Office meetings.
Facilitate/provide PHNSY and Squadron with support by reaching back for system and component EB SME support. This may result in support either by teleconference or via visit to Guam.
Expedite LAR responses from VAPY or other assigned EB design groups (waterfront, NPES, Ship Control, etc.) which impact Guam teams.
Review draft LARs in-process with Shipyard, assist to ensure content is comprehensive, and to prevent release of unnecessary ones.
Provide support to PHNSY Det. Guam. for questions and requests for material via EB Industrial Sales, OMNIBUS, or via CANAB with the VIRGINIA Class Program Office. Provide VIRGINIA Class EB stock material through streamlined cost plus contracts.
Inventory EB provided shipalt material kits with PHNSY Project PMM /PEPM.
Assist PHNSY Det. Guam to obtain test material/equipment or fixtures from EB in Groton.
Perform shipchecks for EB VAPY, design and sustainment groups to support shipalt development and class design changes.
Accept/acknowledge completion reports from ships, Squadron and AITs and report to VIRGINIA Class Configuration Data Manager (CDM) as necessary.
Facilitate the collection of SRD markups on VACL hulls that have received Shipalts or A&I, and communicate changes to the Planning yard.
Provide support to EB personnel preparing to visit Guam with regard to passes and visit requests.
Maintaining a positive service approach towards the customer(s)
Other tasks as required.
Qualifications
Required:
Bachelor's of Science degree in Engineering or related technical degree
5+ years of professional related experience

Preferred:
A background in Program management, Change management, or Project management
Experience working in a program office or engineering office
Experience interacting with EB technical and administrative departments such as Engineering, Contracts, Finance, Legal, and Accounting
Active security clearance
Past experience working in Naval Shipyard environment
Experience with EB Programs and Projects
Skills
Strong verbal, written and organizational skills as well as the demonstrated ability to effectively interact with and integrate a wide range of personnel within EB and outside of the company including, NAVSEA, PMS392, PMO 555, COMSUBPAC.
Advanced MS skills; Excel: including pivot charts/tables.
Ability to understand and translate business needs into system requirements
Must be confident in communicating and working with upper levels of Naval management and personnel.
Must be reliable, possess a strong team orientation, be customer focused, and have a desire to work in a dynamic environment.
Must be able to coordinate high-level internal and external customer meetings including invites, reservation of proper conference rooms, set up, supporting documents, graphic requirements, operating presentation equipment with efficiency
