Introduction Program ManagerII is amanagerial level of work in the Management Service of the State Personnel Management System.

Charles Street, Baltimore, MD 21201\n Main Purpose of Job This position functions as the Director of Legislative Response and Special Projects.

This\nperson has primary responsibility for coordinating the legislative and regulatory response for\nthe Office of Financial Regulation, including policy support for the operational units of the\nOffice.

Specifically, this position provides technical support and project development and\nimplementation with regard to policy changes, legislation, and regulations at each of the local,\nstate and federal levels.

This person is also responsible for special projects that may be\nassigned by the Commissioner, Deputy Commissioners and Assistant Commissioners to\nfurther the Division's mission.

These activities further the regulatory mandate of the\nCommissioner.

The Director of Legislative Response and Special Projects is a position\nthat may, at management's discretion, work remotely in accordance with the Agency's\ntelework policies.\n POSITION DUTIES Duties of this position include but are not limited to:\n\n\nCoordinates the Agency's legislative and regulatory response:\n\n\n• Assists in drafting legislation, tracking bills, and preparing\ntestimony, fiscal notes, and other written \tmaterials in response to\nlegislative requests.\n• Provides policy and project management support for regulatory\ninitiatives, including drafting regulations, coordinating regulatory\npackages, analyzing economic impacts, and facilitating stakeholder\nmeetings.\n• Collects and analyzes data on the effects of relevant legislation and\nregulations.\n• Develops outreach and training materials to inform industry and\nthe public about legislative and regulatorychanges.\n• Designs and delivers training sessions for Office staff on legislative\nand regulatory updates to ensure compliance and awareness.\n\n\nStaffs, coordinates, schedules, and writes reports for any legislative\nstudy groups and work groups, in the banking and consumer financial\nservices sector mandated or requested by the legislature.\n\n MINIMUM QUALIFICATIONS Education: Bachelor's degree from an accredited college or university\nExperience: 2 years of experience with State Legislative process and 2 years of experience in preparing policy positions.\n DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.\nJuris Doctor from and accredited college or university\nExperience with interpreting/implementing statutes and regulations, public policy analysis and/or financial services sector.\nExperience tracking federal and state legislative, regulatory and operational changes within anorganization.\nExperience with the regulatory process and working with stakeholders in a regulatoryenvironment.\nExperience managing regulatory affairs in public sector environment.\n SPECIAL REQUIREMENTS All candidates are subject to a background check\nagainst files maintained by the Division of Unemployment Insurance (LABOR/DUI)\nto determine whether any monies are owed to LABOR/DUI as a result of\nunemployment overpayment/fraud.
