Qualifications:
Three to five years of experience in an institutional, healthcare, or large-scale food, laundry, and/or logistics service operation, including responsibilities in planning, organizing, and overseeing production, procurement, and storage.
Experience must also include at least three years in a supervisory or management role within one or more of these operational areas.
Bachelor’s degree, equivalent experience, or a combination of education and experience totaling 3–5 years.
United States citizenship or permanent resident status at the time of appointment.
Possession of a valid motor vehicle operator’s license with an acceptable driving record; must be insurable.
Any combination of education, training, and experience that would provide the required knowledge and ability to perform the essential duties of the classification will be considered.

3. Panel Interview: All candidates must complete a panel interview to be considered for the Background Process. Candidates will receive an invitation to interview with the panel after testing is completed and the panel is available.
4. Background Process– All candidates selected in the panel interview to move forward to the background phase will be invited to begin a background investigation. The background submission is a graded component, and the grading rubric will be sent with

As a potential member of the Jail Services Department, you will play a critical role in upholding public safety and trust. This position demands integrity, professionalism, and a commitment to ethical conduct. Clark County Jail Services adheres to rigorous standards set by the State of Washington and the Criminal Justice Training Commission.

5. Eligibility List: If your background investigation determined you met the minimum qualification for the eligibility list, your written test, panel interview score, and background submission grading score will be combined into an overall score. You will then be placed on a candidate eligibility list according to your score. As vacancies become available, the candidates with the highest ranked score on the eligibility list may receive a conditional offer of employment. (
see Step 7 for conditions) It is important to note that your ranking may change daily. This is due in large part to exams being administered continuously with candidates merging on and off the lists regularly. The ranking also changes as a result of individuals being hired from the list or expiring off the list.
6. Conditional Offer: Offers of employment are contingent on passing the following exams:

Your Responsibilities
As the Jail Industries Manager, your duties will include:
Planning, coordinating, and managing the Jail Industries programs, ensuring alignment with the department's mission and goals.
Developing and implementing industry best practices to optimize efficiency, service delivery, and resource utilization.
Providing strong leadership and direction to staff, fostering a positive and productive work environment.
Managing budget development and fiscal operations, ensuring responsible stewardship of resources.
Ensuring compliance with all relevant federal, state, and local regulations and safety standards.
Collaborating with other departments and stakeholders to achieve operational objectives and address challenges.
Essential Functions:
Plans, coordinates, and manages the Jail Industries programs.
Develops and implements industry best practices in jail industries, identifying and analyzing emerging trends to improve efficiency and service delivery.
Analyzes situations, identifies potential staffing problems, and develops effective solutions.
Selects and evaluates staff; provides or coordinates training, and works with employees to correct deficiencies.
Works closely with the County Purchasing Department to set specifications and develop bid sheets for food service equipment and supplies.
Direct, coordinate, and review the program work plan; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods, and procedures.
Fiscal management, including development and presentation of the industry's operating budget, monitoring of revenues and expenditures, development or improvement of funding mechanisms and sources, ensuring that all programs are within budget and as cost-effective as possible.
Explains and interprets administrative rules and regulations; develops and maintains operating policies and procedures.
Explores other industry options; develops/monitors contracts for new industries.
Implements food recall procedures and follows/tracks reimbursements.
Provides quality assurance of service performance.
Budget preparation and administration.
Prepares projected cost estimates and budget recommendations with justification for requests, and monitors industry's operational expenses.
Coordinates with the dietician to meet special/modified/ therapeutic menus to meet individual nutritional needs.
Performs all related duties as required.
