Summary:
Analyze blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for U.S. Navy, U.S. Coast Guard, MSC, and commercial vessels.
Duties and Responsibilities:
Coordinate, develop, compile, and submit detailed information required to provide a complete and comprehensive estimate of all labor, material, and subcontractor costs associated with a project.
Review and evaluate bid specifications, vessel drawings (blueprints).
Competitive pricing of materials.
Review and analyze Subcontractor and Vendor quotes to assure quoted price, scope and terms comply with schedule and specifications.
Communicate with Production, Purchasing and vendors to determine, discuss and verify costs.
Reviews customer information and develops labor, material, and subcontractor price estimates for required work.
Develops project summary of itemized prices.
Prepares estimates for change orders.
Develops craft labor budgets used for planning and scheduling of the work.
Analyzes subcontractor quotes to determine the best alternative. Also compares subcontractor and in-house quotes to formulate make-or-buy decisions.
Works with production management to formulate build strategies for intended repairs or construction.
Develops work packages for distribution to production.
Identifies and schedules key and critical path work items.
Uses history to establish and document standard costs; develops costs for new work where standards and history do not exist.
Identifies and resolves ambiguities or inconsistencies in specifications or bid packages that could affect cost, prior to contract finalization.
Applies knowledge of cost and pricing to produce final bid for management review.
Must regularly lift and/or move up to 50 pounds and seek assistance with weights over 50 pounds.
Perform all other duties as assigned.
Occasionally perform other physical activities as required, such as: o Stooping, Bending, Squatting
Climbing (including but not limited to, vertical and incline ladders, masts, and king posts)
Crawling (including but not limited to, through scuttles, manhole covers, tanks, and voids)
Experience Requirements:
Minimum 3 5 years of shipyard estimating experience.
Familiar with Navy NAVSEA standard items and other regulatory body standards and requirements.
Deck plate management of ship repair on various types of Navy and commercial vessels a plus.
Familiar with estimating Habitability Projects a plus
Other Requirements:
Physically able to conduct detailed ship checks onboard vessels.
Excellent interpersonal and communication skills, both oral and written.
Must be proficient in working with MS Excel, MS Word and MS Outlook.
Knowledge of MS Project a plus.
Must be able to obtain a government security facility pass.
Pay will be based on experience.
