The Department of Homeland Security (DHS) Continuous Diagnostics and Mitigation (CDM) Program is seeking a Cloud Infrastructure Architect to support the United States Coast Guard (USCG) with the design, implementation, and governance of secure, scalable, and compliant cloud infrastructure solutions. The ideal candidate will demonstrate expertise in Azure and hybrid-cloud environments, infrastructure-as-code (IaC), and cloud networking. This position plays a key role in modernizing USCG’s cloud footprint in alignment with mission and compliance requirements.

Key Responsibilities:

• Design, implement, and manage secure cloud-based infrastructure solutions that align with USCG security frameworks and operational requirements.

• Lead the development of cloud-native architecture patterns for secure application deployment, identity access management, and encryption controls.

• Ensure secure integration of third-party SaaS, PaaS, and IaaS solutions with USCG systems using vetted authentication, policy enforcement, and logging mechanisms.

• Design and implement scalable and secure Azure-based infrastructure solutions aligned with USCG technical and mission requirements.

• Architect and deploy virtual networks, ExpressRoute, storage, compute, and high-availability solutions using best practices.

• Develop and maintain infrastructure-as-code (IaC) templates using tools such as Terraform, Bicep, or ARM.

• Implement cloud governance frameworks including subscription management, policy enforcement, and identity boundaries.

• Collaborate with USCG cybersecurity teams to integrate FedRAMP, NIST 800-53, and DoD IL control requirements into designs.

• Support CI/CD pipeline integration for infrastructure deployments and promote DevSecOps principles.

• Monitor and optimize cloud resources for cost-efficiency, performance, and availability.

• Produce detailed architecture diagrams, security artifacts, and documentation supporting RMF and ATO packages.

• Advise on cloud migration strategies, re-architecture of legacy systems, and integration with on-prem systems.

• Participate in technical reviews, change control processes, and continuous improvement of USCG cloud platforms.

Required Qualifications:

• 8+ years of experience in IT infrastructure architecture, with 5+ years focused on cloud (Azure preferred).

• Proven experience designing and deploying enterprise cloud infrastructure, including networking, compute, storage, and IAM.

• Strong knowledge of Azure services including VNet, NSG, Application Gateway, Load Balancer, Azure Monitor, and Azure Policy.

• Experience writing and maintaining IaC templates using Terraform, Bicep, or ARM.

• Understanding of NIST 800-53, FedRAMP, or DoD IL cloud security frameworks.

• Proficiency in creating architecture diagrams, SOPs, and RMF documentation.

• Strong collaboration and communication skills for working across engineering, security, and leadership teams.

Preferred Qualifications:

• Bachelor’s or Master’s degree in Computer Science, Engineering, or related technical field.

• Microsoft certifications such as AZ-305 (Azure Solutions Architect Expert), AZ-400, or AZ-500.

• Experience with hybrid environments and on-prem integration using VPN, ExpressRoute, or Azure Arc.

• Knowledge of USCG, DHS, or DoD network and cloud environments.

• Familiarity with DevSecOps practices and CI/CD pipeline tooling (e.g., GitHub Actions, Azure DevOps).

• Experience working on projects with IL2/IL4/IL5 requirements in a federal context.

Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$89,500-$188,000
