Position Information

The Department of Human Resources is seeking a highly motivated and detail-oriented professional with government experience to lead departmental operations as an Administrative Services Officer I (ASO I). Under the broad policy guidance and direction of the Director of Human Resources and the Assistant Director of Human Resources, this position is responsible for the effective and efficient planning, implementation and management of budgetary, human resources and other administrative and operational requirements of the department.

This ASO I position:

Serves as the principal assistant and advisor to the Director/Assistant Director and is responsible for developing, maintaining and overseeing sound administrative programs relative to the on-going operation and management of the department;

Administers the day-to-day and annual department budget functions and budget execution and oversees payroll functions, fiscal matters, accounting activities, in addition to all personnel activities and related administrative matters.

Advises the Director/Assistant Director and DHR management in the development and execution of Citywide and departmental policies and procedures, specifically relating to budget, personnel and administrative matters of the department.

Salary for the current ASO I position: $7,520.00 - $9,775.50 per month. Actual salary will be commensurate with applicable experience, pending approval.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree in business or public administration or a related field.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:

Three (3) years of progressively responsible professional work experience in personnel management; budget analysis; or organization and management analysis, one of which shall have been in a government agency and comparable in scope and responsibility to that of a journey level worker with responsibility for carrying out the full range of assignments in the applicable functional area(s).

Such experience should have demonstrated the following:

Knowledge of the principles and practices of governmental/public administration and pertinent rules and regulations, policies and procedures relating to administrative functions;

Ability to interpret and apply pertinent laws, rules and regulations, particularly those relating to human resources management and budget and fiscal administration;

Ability to prioritize tasks based on importance, relevance, and due dates;

Ability to manage multiple projects and priorities at once, keeping director, assistant director, and management team apprised of work status and potential situations which may require higher level of intervention or authority;

Experience and ability to understand and manage fiscal and budget issues, including creating budgets and calculating expenditures, revenues, shortages, overages, etc.; reviewing, monitoring and identifying issues requiring management review; and developing tools for management to review long and short-range plans in consideration of organization's mission and function;

Experience and ability to understand and manage personnel issues, including staffing, hiring, terminations, complaints, benefits, investigations, reorganizations, etc.;

Managerial-level decision making to include providing step-by-step processes, laying out the pros and cons, and basing decisions on what's best for the organization;

Excellent communication skills, including ability to speak in a clear and understandable manner and prepare written and visual materials to convey information effectively;

Ability to establish and maintain cooperative and effective working relationships with departmental administrators and personnel, public officials, stakeholders, members of the general public, etc..

EXAMPLES OF QUALIFYING EXPERIENCE:

Human Resources Specialist V, Administrative Specialist III, Management Analyst V, Budget Analyst V, etc.

NONQUALIFYING EXPERIENCE:

Most work experience in a supervisory or managerial position includes some responsibility for personnel, budget and fiscal, or management analysis functions. However, if the primary responsibility of the position is not concerned with professional personnel management, budget analysis, or organization and management analysis work, such experience is not considered qualifying. Additionally, having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:

Possession of an appropriate valid driver's license, as required.
