Introduction/Job Purpose:

The Construction Permitting and Recreational Waters Section Manager plans, coordinates, and administers programs and supervises staff in functions related to engineering review of the construction of water and sewer lines.

Job Duties:

1. Supervises a section of professionals responsible for reviewing applications for water and sewer line construction permits and related matters. Provides direction and technical assistance to section and other DES staff in review procedures and technical standards.

2. Supervises a section of professionals responsible for reviewing applications for public swimming pool construction permits and related matters. Provides direction and technical assistance to section and other DES staff in review procedures and technical standards.

3. Manages the demand for permits by balancing workload and maximizing efficiency of the section's performance. Manages the Delegated Review Program (DRP) and promotes participation in the program. Critiques DRP entity performance.

4. Functions as an ombudsman for permitting questions and complaints. Notifies the supervisor of significant complaints, including communication with elected and other important public officials.

Minimum and Additional Requirements

A master’s degree in the natural or physical sciences, public health or related technical field and five (5) years of environmental experience; or a bachelor’s degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
