Job Title: Senior Technology Transfer Specialist

Client: Department of the Army – Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C)
Position Summary:
We are seeking an experienced Senior Technology Transfer Specialist to support the U.S. Army’s efforts in managing the transfer of military and dual-use technologies to foreign partners. This role requires deep knowledge of U.S. export control policies and regulatory frameworks, and the ability to coordinate and staff technology transfer requests across Army organizations. This position is contingent upon contract award.
Key Responsibilities:
· Support the development and coordination of U.S. Army positions on the international transfer of sensitive military and dual-use technologies.
· Staff and manage technology transfer requests in collaboration with Army organizations.
· Ensure compliance with all applicable export control policies and regulations.
· Apply expert knowledge of U.S. and DoD export control policies to real-world scenarios.
· Navigate and apply the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
· Understand and apply the DoD Technology Security and Foreign Disclosure process, including processing exceptions to the National Disclosure Policy (NDP).
· Leverage working knowledge of international export control regimes (e.g., Wassenaar Arrangement, MTCR, NSG, Australia Group).
· Provide strategic advice and support to Army stakeholders in developing policies and recommendations related to technology transfer.
Required Qualifications:
· U.S. Citizenship
· Ability to obtain and maintain a TS//SCI security clearance
· Minimum of 6 years of relevant experience in security cooperation, foreign disclosure, export controls, or technology transfer
· Bachelor’s degree (may be waived with 10+ years of Security Cooperation/Security Assistance experience)
· In-depth knowledge of U.S. and DoD export control policies
· Working knowledge of ITAR, EAR, and the National Disclosure Policy
· Familiarity with international export control regimes
Preferred Qualifications:
· Experience supporting DASA DE&C or related Army organizations
· Prior experience in a senior advisory role in export control, foreign disclosure, or defense technology transfer

Arlington, VA (on-site or hybrid options may be available based on government requirements)
